About Us
PACJA (Pan African Climate Justice Alliance)is a Consortium of more than 1000 organizations from 51 African countries and brings together a diverse membership drawn from Faith-based Organizations, Community-based organizations, NonGovernmental organizations, Trusts, Foundations, Indigenous Communities, Farmers, and Pastoralist Groups with a shared vision to advance a people-centered, rights-based, equitable, just and inclusive approach to climate response.
The Alliance works with, and for people at the frontline of climate crisis in rural settings, and believes that environmental and climate justice will be achieved only if governments recognize the right to justice and respond with policies, resources, and actions to meet the needs and aspirations of their citizens and that vulnerable groups such as women, indigenous peoples (IPs), youth, people living with disabilities (PWDs), who must be included in all aspects of decision-making processes especially in climate financing and in climate information and services (CIS).
PACJA's Programme mirrors three thematic areas, namely Resilient People Societies and Economies (ReSPE), Just Transition and Energy Access (J TEA), and Climate Finance (CF), which informs its interventions, and particularly the implementation of the Nationally Determined Contributions of the Paris Agreement and overall acceleration of climate action.

Job Climate Finance Thematic Lead

Internal: All Programme/ Projects, Policy and Communications, MEAL, Finance and Operations staff, National Platforms and PACJA initiatives.
External: Development partners, Consortia Partners, Implementing Partners, Civil Society Organizations (CSO), Networks [Platforms, other INGO's; Parliamentarians, Government Ministries and Agencies — local and national, Think-tanks, Research Institutions, Academia, Media/ Journalists, Private Sector, Regional Blocks, Intergovernmental and UN agencies, Donors, Communities and Consultants who may be hired in PACJA.

Position Description
Purpose
This is a challenging senior position that is accountable for delivering of climate finance priorities while providing strategic, technical leadership and coordination on climate finance programmes within the framework of PACJA's Strategic Plan 2021 — 2025. The role works with programme heads, thematic leads, policy teams and alongside PACJA's National Platforms, Initiatives and Partners. S/he is responsible for program galvanising, planning, coordination and engagements, programme and projects delivery including adherence to PACJA's technical standards, and donor guidelines, while fostering innovation to realize goals and impact. This will include contributing to strategic engagement development leading to supporting existing and new programs. The role enhances PACJA's existing portfolio of programs and partnerships to design and execute delivery models and innovation with the aim of influencing for wider and transformational change in Climate Finance.
Duties and Responsibilities
Coordination of AFRICA-GCF NDAs NETWORK (AfDAN)
The job-holder will:
• Lead in coordination of the Africa Green Climate Finance National Designated Authorities Network (AfDAN).
• Review current climate financing schemes developed by governments for financing climate change mitigation and adaptation projects.
• Prepare a report on the current status of climate finance in the climate change negotiations and available climate finance opportunities for financing the implementation of Nationally Determined Contributions (NDC) and advise the organization on the options.
• Actively participate in climate finance platforms including the IPCF and follow the existing funds i.e. Green Climate Fund by representing the Alliance and leveraging on opportunities by the fund.
• Hold consultation and verification meetings with relevant stakeholders and responsible Ministries, and review climate finance mechanisms.
--Develop policy papers on innovative climate financing.
--Design and implement capacity-building training for national actors (public, private, and CSOs) on climate finance.
--Leverage regional cooperation to promote the development and implementation of NAPs and NDCs.
--Directly support capacity strengthening work for target countries in designing, implementing, and monitoring their Paris Agreement obligations.
--Ensure close coordination with and leveraging of other relevant initiatives, including private sector engagement and NAPs and NDC global support mechanisms, and Provide geographic knowledge and technical support to project staff and partners.
Learning and Linking Climate Finance into PACJA's Programs
The job-holder will:
• Co-lead in the integration of Climate Finance into PACJA's current programs.
• Research and analyze information on climate funds available that shapes and supports PACJA's Climate Finance agenda and build thought leadership in on the Climate Finance.
• Working with others, undertake evidence-based research on the assumptions informing Climate Finance policy options and generate evidence to support or refute such policy positions in line with the Alliance position on the issues.
• Lead and anchor the periodic contextual analysis of the Political Economy Analysis and context in countries and the region in the strategy implementation.
• Maintain up-to-date knowledge of the wider social, political and economic contexts as well as sector-specific Climate Finance issues and advocacy to ensure that PACJA stays at the forefront of Climate Finance debates and effectively navigates political dynamics.
• Design and implement capacity-building training for PACJA staff on climate finance.
• Prepare guidelines and tools for climate-related assessments and identify and formulate funding proposals.
• Structure relevant financing instruments and tools and develop innovative financing and investment mechanisms for climate change projects and programs.
• Recommend the type of engagements for climate financing, including organizational risk appetite on climate financing.
• Contribute to design and implementation of a monitoring and evaluation framework for climate finance projects.
• Support information creation and evidence generation and build knowledge products on climate change.
• Facilitate effective communication and provide policy-academia-practitioner engagement platforms on climate change and financing.
• Support the development of PACJA's climate finance work programs, green project pipeline and deal flow, budgets, and action plans. Ensure compliance with all reporting requirements internally and to all external partners.
Networking and Cooperation
The job-holder will:
• Represent the organization in significant climate financing platforms. i.e. GCF, LDCF, SCCF, GEF, A F.
• Develop and maintain productive working relationships with key actors/ strategic partners and networks in national and regional policy debates, including government officials, development partners, representatives of civil society and thought leaders.
• Represent PACJA through participation in sector discussions, meetings, and other strategic events that support achievement of PACJA's strategic goals.
• Work with National Platforms, Regional Platforms, and Networks including the East African Community, Africa Union, and other Regional and International bodies to advance Climate Finance agenda.
• Remain abreast of national and international debates on sector policy, finance and performance monitoring and feed lessons from PACJA into the spaces, and Provide geographic knowledge and technical support to project staff and partners.
Partnerships and Fundraising for Climate Finance Thematic Area
The job-holder will:
• Engage a process to influence the flow of funds to programmes or projects intended to help address climate change and climate justice for both mitigation and adaptation.
• Support PACJA's Climate Finance Resource Mobilisation Strategy and Cooperation with partners.
• Develop quality and bankable projects and funding proposals.
--Grow, sustain, and scale up the thematic area through fundraising from public funders, philanthropists, and local and international corporations.
--Contribute to PACJA's fundraising initiatives on Climate Finance through concepts, proposal development and donor compliance.

Qualifications, Knowledge, Skills and Experience
Essential
• A Master's in Climate Change, Environmental and Natural Resource Management, Green Finance, Energy policy, International Development, Economics, or any related field.
• A minimum of eight (8) years of experience managing climate change projects and programs, preferably in Africa, in a combination of related fields such as national and international climate policies and measures, including climate and green growth; energy and project management; climate finance; and climate-smart agriculture.
• Demonstrated experience in developing quality and bankable projects for financing from various climate funds such as the GCF, LDCF, SCCF, GEF, AF, bilateral climate finance, regional funds, climate innovative funds, and non-governmental climate finance, among others.
• Experience working with climate finance instruments, renewable energy technologies, and private sector development.
• Knowledge of the interlinkages between climate change and other sustainable development goals.
• Understanding of environmental and social safeguards and gender issues in relation to climate financing.
• Solid knowledge of climate governance frameworks and global climate finance architecture relating to Africa.
• Experience in mainstreaming climate change adaptation and mitigation measures into development interventions in Africa.
• Experience in researching and drafting technical content such as proposals for climate funds or similar multilateral funds.
• Strong oral and written English proficiency; excellent French command is an added advantage.
• Ability to think strategically, troubleshoot decisions based on expert judgment, and provide credible leadership.
• Intellectual leadership and ability to integrate green finance with a broader strategic overview and corporate vision.
• Ability to develop and maintain strategic partnerships. Dynamicaly promote and build knowledge products.
