Position: Operations Manager, Ukraine Crisis Response

Location: Tulcea, Romania

Contract duration: 3-6 months

IsraAID is an international non-governmental humanitarian aid organization based in Israel. Since we were founded in 2001, our teams have worked in emergency and long-term development settings in more than 50 countries worldwide.

Background:

The emergency - On February 24, 2022, Russian troops entered the country after weeks of heightened tensions and escalating conflict in eastern Ukraine. Major attacks have been reported across Ukraine, including in the capital, Kyiv. As a result of the situation, people began to flee the country, pushing hundreds of thousands of people to move across borders to neighboring European countries.

IsraAID in Moldova and Romania - IsraAID deployed an emergency international team to Moldova and Romania to provide urgent support to the large and rapidly growing numbers of Ukrainians fleeing to the border in search of safety. IsraAID's team supports Ukrainian refugees in Moldova and supplies humanitarian aid to southern Ukraine from the Tulcea Humanitarian Logistics Hub in Romania.

IsraAID has partnered with local NGOs and authorities in Tulcea, Romania, to create a Humanitarian Logistics Hub to streamline aid donations and ensure supply chains of essential humanitarian items, including medical supplies, clothes, and food, to southern Ukraine. Tulcea, separated by the Danube River from the Ukrainian city of Izmail, provides access to supply routes across south Ukraine, including Odesa, Kherson, Mykolaiv, and Zaporizhzhia regions. The Tulcea Humanitarian Logistics Hub will be able to process donations from anywhere in the world and send them on to Ukrainian civilians in urgent need.

Position:

IsraAID is seeking qualified candidates to fill the role of Operations Manager for its Humanitarian Logistics Hub based in Tulcea, Romania. This position aims to provide managerial, logistical, financial and information management, and security support services to IsraAID activities in Romania.

General:

• Provides management oversight of relevant operational and technical teams at Humanitarian Logistics Hub,
• Oversight on implementation of all activities in the Hub within categorized responses
• Provide required support to the emergency operation at the field level and overall coordination of humanitarian response projects by Hub.
• Share information on emergency needs to meet potential new funding opportunities and work closely with the team and the Head of Mission to coordinate the development of new funding opportunities.
• Coordinate on planning and implementation of new IsraAID humanitarian responses and delegated program budgets, logistics, HR, and technical coordination in the Hub.
• Provide management oversight of relevant operational and technical teams and hold accountability for effective, timely, and high-quality implementation of activities.
• Work closely with the Tulcea Warehouse team to ensure efficient delivery and support of humanitarian programs through the field office.
• Coordinate technical support to field-based IsraAID staff and partners during project implementation.
• Coordinate and support the recruitment of key emergency response positions
• Prepare periodic reports on the implementation of humanitarian project activities as per the requirements of IsraAID and individual donors to a high standard.
• Prepare humanitarian project implementation plans (quarterly plans) for Romania-based projects.

Country Vision and Strategy:

• Oversee and execute registering IsraAID Romania and activating the organization's bank account.
• Provide leadership in the development and implementation of IsraAID's programming in line with the country's strategic plan and develop methodological and technical support to ensure the use of participatory methodologies, human rights, and social exclusion frameworks.
• Oversee the dissemination of IsraAID's mission, core values, and principles at the country level and coordinate and mentor the country program and its staff in line with the IsraAID's country strategy.
• Stay up to date on socio-economic and political changes in Romania related to IsraAID's mandate, and undertake a timely strategic review of IsraAID's program strategy to respond to a rapidly changing environment.
• Provide ongoing support, monitoring, and evaluation of IsraAID's programs and existing projects, coordinate program reviews and evaluations, and follow up on implementing evaluation findings.
• Coordinate the production of timely quality program reports in line with IsraAID's established policy.

Human Resource Management and Staff Development:

• Provide leadership support to IsraAID staff and promote best practices in human resources management in all aspects of operations.
• Maintain effective and appropriate staff recruitment, orientation, appraisal, remuneration, and development practice to ensure the optimum utilization and development of IsraAID's human resources.
• Provide coaching and mentoring advice to staff when necessary and lead initiatives to develop staff capacity.

Funding and Grants Management:

• Take an active part in developing networks and partnerships with national/regional/international institutions in the country and promote collaboration and funding.
• Spearhead a funding strategy that maximizes and increases the external funding base and ensures adherence to funding and donor requirements.
• Contribute to the production of quality proposals and respond to calls for proposals.
• Facilitate and coordinate donor visits, donor meetings, discussions, and evaluations as necessary.

Financial and Administrative Management:

• Ensure that all financial and administrative procedures are in accordance with IsraAID's established policies and maintain the financial and legal integrity of the organization.
• Prepare, coordinate, and implement the annual budget for IsraAID" s operations in Romania as a part of a country mission to Moldova and Romania.
• Provide progress and financial reports as required by the cooperating government agencies and IsraAID HQ and necessary accountability procedures.
• Ensure the preparation, accuracy, and timely submission of financial reports that comply with grant or contract agreements.
• Check and verify assets and inventories and promote efficient and effective management of organizational assets.

Representation:

• Represents the organization with various stakeholders in Romania and, if required, in Moldova and Ukraine, in line with organizational vision and with full guidance by the Head of Mission

Security and Risk Management:

• Be fully accountable at the country level for emergency and risk management, keep abreast of all relevant developments in the country, and maintain regular communication with the Head of Mission, IsraAID's Global Security Manager, and relevant security institutions.
• Develop and maintain appropriate contingency plans for possible emergencies.

Corporate leadership:

• Ensure staff are continuously engaged and aligned with IsraAID's global vision, mission, values, strategic directions, and business plan
• Actively contribute to IsraAID's reputation and role as a national, international, and regional organization.
• As appropriate, maintain regular communication with the Head of Mission, IsraAID Moldova office, IsraAID-Israel HQ, and other IsraAID branches.
• Provide inputs to IsraAID international activities and participate in task forces, training courses, and conferences when required.
• Promote IsraAID's organizational identity, culture, and capacity to all stakeholders and partners and ensure IsraAID remains relevant to the country's changing humanitarian and development needs.
