Communications and Advocacy Officer in Philippines

Starting date: based on availability

Location: Manila

Reporting to: PIN Philippines Country Director.

Duration: 1 year with possibility of extension

Position Summary:

The Communication and Advocacy Officer (CAO) is supervised by the Country Director (CD) and works in close collaboration with Programme Managers in order to stay informed of relevant project updates and materials. The Communications Officer also cooperates closely with the Communication & Advocacy Department at the PIN HQ in Prague, Czech Republic.

The CAO is based in Manila with frequent travel to PIN project areas in the Philippines, especially Visayas and Mindanao. The position is for one (1) year, with the possibility of extension.

Duties & Responsibilities:

Country Programme Communication Support:

• Implementing and updating PIN Philippines’s Communication Strategy Framework in close collaboration with Country Director and HQ Communication and Advocacy Department
• Regularly reviewing and drafting project visibility and communication plans in close collaboration with program managers and project staff
• Creating and updating information materials (brochures, leaflets, annual reports, etc.) about PIN’s work in collaboration with project teams and ensuring they are in line with PIN’s brand.
• Organizing promotional, communications and other key events for PIN and secure the presence of the media. This may include acting as moderator.
• Identifying innovations and best practices and provide regular training and advice to PIN staff in regards to visibility and communication (e.g. good/bad practices in visibility and communication, speaking to the media, case study information gathering, etc.)
• Assisting with other project-related tasks as assigned by the line manager
• Build capacities of local staff on basic communication needs such as capturing information/case studies

Media Outputs:

• Leading the Philippines mission in producing case studies, press releases, blog pieces, articles and other communications material about PIN’s overall activities, projects and beneficiaries directly in the field or in close cooperation with PIN teams.
• Creating short videos, photos and managing the photo archive of PIN projects and activities and assisting in the production of videos and photos prepared by external contractors
• Sharing collected materials with CD, PMs, HQ Communication & Advocacy Department on a regular basis
• Networking with journalists and actively pitching stories to national news outlets and journalists, providing information about the programs and coordinating between the media and project staff, and accompanying journalists (national and international) on field visits
• Maintaining the journalist contact list
• Managing PIN Philippines’s social media platforms, particularly Facebook, by creating and sharing engaging content regularly

Advocacy:

• Contributing to advocacy, campaigning and awareness materials of PIN Philippines and PIN HQ. Providing support mainly with communication tools.
• To update and implement the country programme’s Advocacy Strategy in close cooperation with Communication & Advocacy Department PIN Philippines Management
• Creating ad hoc advocacy strategies to address issues tackled by PIN Philippines activities (with HQ and programme staff)
• Formulate drafts of advocacy messages PIN will communicate
• Liaison with Alliance2015 partners to develop and implement Alliance advocacy strategy
• Attend and actively contribute to relevant advocacy working groups and events

Visibility:

• In collaboration with project teams, providing input for communications and visibility sections of grant proposals, ensuring appropriate budgets are allocated for each activity.
• Creating PIN visibility materials such as t-shirts, banners and publications while ensuring they comply with donor requirements (i.e. disclaimers, size and type of logo, etc.) in collaboration with project staff and logistics department

Skills and Qualifications:

• Bachelor's degree Mass Communications and any related course
• 2+ years experience in a similar position at an NGO
• Demonstrates excellent ability to write, take photos and communicate orally with accuracy and professionalism
• Growing experience in public relations, communications or using basic advocacy tools
• Good understanding of power relations/power mapping
• Ability to implement a communications strategy
• Ability to instruct colleagues working in the field regarding communication tasks
• Ability to outsource graphic designers or video-graphers
• Proficiency in English & Filipino languages required
• Willing and able to travel to places such as Samar and Mindanao
• Strong interpersonal skills and ability to work in a diverse team and manage complex and sensitive organizational relationships.
