For more than 40 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies.

Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

Three MdM chapters are directly implementing activities in Ukraine:

• MdM Spain has the lead for global MdM response in the country and covers Kiev and surroundings, Donbass, Kharkiv, Zaporidja
• MdM Germany covers Dnipro and Vinitsia
• MdM France covers the Southern part, Odessa, Mykolaiv, Kherson
• In Mykolaiv oblast, MdM-F supports Mykolaiv Ukrainian Red Cross Society (URCS) in restoring access to primary health care and Mental Health and Psychosocial Services (MHPSS) for populations affected by the conflict. The component of sexual and reproductive health, as well as gender based violence is part of this project.

In Odessa oblast, MdM-F collaborates with the LIGA association, a LGBTQI+ organisation dedicated to sensitize about LGBTQI+ topics, offering STIs and HIV testing, and offering temporary shelter for IDPs arriving in Odessa because of the war. MdM-F will financially support this organisation, and provide a medical doctor for general consultations to the beneficiaries of LIGA, including sex workers.

TASKS AND RESPONSIBILITIES:

Under the supervision of the medical coordinator, you will be in charge of:

• Designing, planning, implementing, adapting, and monitoring programmes’ health activities
• Ensuring the quality and relevance of health activities, practices, and data
• Directly or indirectly leading/supervising medical teams (MdM or partners)
• Participating in the definition of the country strategy led by the general coordinator
Your main responsibilities are:

Program management

• Participate in the development of the general strategy on our activities
• Drive the health and technical aspects in the development of MdM’s strategy
• Coordinate the good implementation of our projects
• Make sure the different components of the program are consistent
• Participate in the implementation of health activities
• Implement a permanent health needs assessment based on the evolution of the context
• Conduct rapid health assessments when requested
• Develop standard operating procedures
• Analyse the health data received
• Participate in the monitoring on a regular basis of the different components of the program
• Cooperate with the administration team regarding budgeting
Team management

• Recruit staff under your direct or technical management
• Ensure proper induction and capacity building
• Develop individual action plans and proceed to regular professional evaluations
• Organise and conduct regular health department meetings
• Participate in disciplinary processes
• Define, roll out and supervise the whistleblowing policy and tools
Management of medical stock and logistics chain for medical purchase

• Ensure that orders for medical equipment, drugs and consumables are appropriate to program requirements and local constraints
• Supervise medical purchase process
• Ensure the supervision of the drugs management
Coordination with NGOs/local associations and representation

• Participate in the different medical meetings
• Establish and maintain good relationship with MoH
• Liaise with the legal or appointed medical authorities
• Participate in the development of a collaboration framework with partners and actors
• Evaluate the needs and requests of our partners
• Participate in health cluster meetings
Reporting and internal communication

• Participate in the drafting of biweekly Sitrep
• Participate in the writing of donor’s activity reports and proposals
• Provide the needed information and available materials for advocacy and visibility
CONDITIONS OF EMPLOYMENT:
Status : Employee

• Contract : Fixed-term contract
• Duration : 6 months
• Starting date: as soon as possible
• Gross monthly salary: 3119 euros
• Premium equal to one month salary paid in two instalments minimum of 6 months seniority required
• Expatriation bonus (10% gross salary per month)

• 22.5 recovery days per year
• 5 weeks of paid leaves per year
• Health insurance (60% covered by MdM and 40% by the employee)

SKILLS AND EXPERIENCE NEEDED:
• Medical Doctor or nurse or midwife
• Master’s in public health is desirable
• Minimum 4 years’ experience in similar positions or in humanitarian sector
• Experiences in public health and in managing health welfare in communities
• Experience in supervising health promotion activities and some basic mental health activities
• Experience in implementing activities in partnership with local organizations
• Experience in hard negotiations with local authorities, partners and staff in a tricky context
• Experience in outbreak management and emergency response
• Ability to manage a team and work in an international team
• Ability to have a global overview of a program (not only on medical aspects)
• Reactivity, anticipation, adaptability, capacity to take initiative
• Capacity to work and to live in tense conditions
• Microsoft Office skills (especially Word and Excel)
• Languages : Fluent English is mandatory (oral and written)
• Knowledge of Ukrainian and/or Russian is an asset.
