REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – INDIVIDUAL CONSULTING SELECTION)

The Government of Mozambique, represented by the Maputo Municipal Council (MMC) has applied for financing from the World Bank, toward the cost of the Maputo Urban Transformation Project (MUTP) and intends to apply part of the proceeds to eligible payments for contracting Urban Mobility Consultant for the Project Implementing Unit for a period of one (1) year, renewable, subject to performance evaluation.

The main tasks of Senior Technician In Spatial Planning And Urban Soil Management are:

• Develop technical work in the area of urban mobility in components 1, 2 and 3 of the project, ensuring technical quality, as well as efficiency and responsibility.
• Advise the Project Coordinator in planning and policies as well as in detailed technical analysis, operations and cost estimation in the urban transport sector;
• Strengthen CMM capabilities.

The Maputo Municipal Council (MMC) now invites a qualified individual consultant to indicate his interest in providing the Services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The Individual Consultants will be evaluated against the following criteria: (i) General qualifications (15 points); (ii) Deep knowledge and Minimum of 10 years of ' work experience in the field of urban mobility, namely in public transport planning, traffic management, parking and road safety (20 points); (iii) To have been substantially involved in the planning, implementation and operation of urban mobility projects, with particular importance in traffic management projects; (15 points); (iv) Advanced knowledge and skills in transport mobilization systems (15 points) (v) Knowledge of using micro and macro simulation software in the transport area (15 points);(vi) Being able to work independently, and being able to work as a team (5 points) (vii) Strong presentation skills, personal organization and administrative capacity(5 points); (viii) Have worked on mobility projects in third world countries with characteristics similar to Mozambique(5 points) and (ix) Portuguese and English spoken and written (5 points)

A Consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out in the World Bank Procurement Regulations.
