International Human Resources Officer

ABOUT US:

ARTICLE 19 works to protect and defend freedom of expression and information (FoE/I), particularly individual advocates of these rights. Our goal is that those at the front line of defending freedom of expression and information are supported by effective networks of institutions and activists at the local, regional and global levels, and by strong legal frameworks and mechanisms, thus ensuring that violations are known, perpetrators held accountable, and effective relief or redress is secured.

The protection of these rights requires a holistic approach encompassing physical, digital, psychosocial and legal security. ARTICLE 19 works to improve the security conditions and protection tools and mechanisms for journalists, media workers, human rights defenders (HRDs), bloggers and others engaged in defending human rights, particularly freedom of expression and information, and exposing corruption. We work to systematize our global monitoring and reporting methodologies, linking them to international and regional mechanisms, as well as specific governments, to raise cases of violations.
ARTICLE 19 focuses in improving access of women and sexual and gender minority journalists, HRDs, media workers and other communicators to specific tools and knowledge to protect themselves online and offline from physical, digital and legal risks or threats. Protection mechanisms and support networks are nuanced to effectively mitigate risk and threats for women and sexual and gender minorities.

ABOUT THE ROLE:

Human Resources at ARTICLE 19 play an enabling role to enhance the working environment for people to do the work they care about the most, ensuring continuity of advice and support so managers and teams are able to deliver on their commitments.

This is an HR generalist role providing operational support across the employee life cycle to embed Human Resources systems and good practice that reflect the values of ARTICLE 19.

As a member of the Human Resources Team the post holder will provide advice, guidance and coaching support to ARTICLE 19 Managers, staff, associates and Human Resource focal points across all offices including the UK International office, regional offices, affiliates and remotely located staff.

Working collaboratively the post holder will contribute to the continuous development of Human Resources systems and practices across ARTICLE 19 with an opportunity to participate in and lead on values based initiatives in support of their development.

KEY RESPONSIBILITIES:

• Maintain good relations and regular communications with key stakeholders to promote the enabling role of the Human Resources team to staff and managers.
• Provide Managers with guidance, coaching and briefings on the full range of people activities to ensure a consistent approach to people management.
• Proactively respond to employee concerns to promote early resolution and advise managers on disciplinary and grievance cases to ensure compliance with ARTICLE 19 policies and procedures and employment legislation.
• Keep up to date with UK employment law developments to ensure compliance across the employee life cycle and support HR focal points overseas in the interpretation and application of local labour law.
• Establish strong relationships with HR focal points located in regional offices and affiliates to strengthen capacity, share information and advice to support the implementation of Human Resources policies and practices appropriate to the country context.
• Provide advice and guidance on all aspects of recruitment and on-boarding, this may involve sharing tools and promoting good practice through regular briefings.
• Provide advice and co-ordination support to learning, development and teambuilding initiatives and events.
• Advise and co-ordinate the performance management process through regular communication and briefings, sharing tools and reporting on KPI’s. Follow-up with Managers and teams to identify learning needs and support the development of plans.
• Support the Human Resources Policy development process through research, preparing drafts, co-ordination of the consultation process and communication activities to support implementation.
• Ensure all staff have access to information on Human Resources policies, practices and terms and conditions of employment.

PERSON SPECIFICATION:

ESSENTIAL:

Knowledge & Skills:

• Chartered MCIPD (or equivalent professional qualification);
• Knowledge of providing an integrated HR approach across different geographic regions and cultures;
• Up to date knowledge of employment law and HR best practice in the UK and/or in one of ARTICLE 19 regions of operation;
• Proven ability to develop strong, mutually-beneficial relations with internal stakeholders;
• Coaching skills, underpinned by a collaborative and supportive style of working;
• Ability to gain credibility, influence and consult with a diverse group of people;
• Excellent written and oral communication and presentation skills;
• A team player with the ability to create and maintain strong relationships at all levels;
• Ability to create clear and concise HR communications;
• Excellent interpersonal skills;
• Excellent written and spoken English and one other language (Spanish, Portuguese or French).

Experience:

• Experience of providing HR advice and support to managers and HR focal points in multiple countries on a range of people issues.
• Experience of developing and maintaining positive employee relations including supporting people through change, emerging employee issues, grievance, disciplinary and conflict resolution;
• Proven experience in all aspects of recruitment, induction, performance management and personal development
• Experience of training and coaching.
• Experience in the development and implementation of Human Resources policies and practices

Other:

• Must already have the right to work in the UK. Please note ARTICLE 19 is not able to offer sponsorship to those applying for work permits/visa;
• Experience of working in a multi-cultural work environment and with a commitment to non-discrimination and equal opportunities.

DESIRABLE:

• Knowledge and/or experience of working for a human rights organisation;
• Experience in the development and implementation of employment policies and procedures.
