About the Position
The Humanitarian Program Manager, will support the execution and management of the emergency preparedness and humanitarian response portfolio at BRAC USA, providing support to the full life cycle of assigned grants. The Program Manager will identify and cultivate new prospects for BRAC’s humanitarian programs, develop winning proposals to expand the humanitarian portfolio, provide effective management of current grants and key donor relationships, and represent BRAC’s work in the humanitarian space. The Program Manager will report to and support the Senior Vice President in developing BRAC USA’s capacity and approach to humanitarian programming with the US government (USG), with particular emphasis on the US Agency for International Development (OFDA and FFP) and Department of State (BPRM). Additionally the program manager may work on opportunities with the Canadian government (IHA), and multi-lateral agencies (UNHCR, WFP, UNICEF), as relevant. The Program Manager will work closely with other members of the BRAC USA Programs, Finance and Communications teams and key counterparts in the broader BRAC family, including the Program Development, Resource Mobilization and Learning team, Humanitarian Programme, and BRAC country teams focusing on the priority countries of Uganda, South Sudan, and Bangladesh.
Resource Mobilization and Partnership Development
• Cultivate and manage key donor and partner relationships and develop new proposals for the emergency preparedness and humanitarian response portfolios.
• Identify and build relationships with peer organizations and strategic partners in North America and countries in which BRAC operates.
• Work with BRAC’s country teams to identify and address fundraising priorities and gaps, including deploying to the countries for capture or proposal work.
• Lead new USG business development opportunities, from capture through proposal development.
• Support the design of new programs, link these to the USG funding pipeline and track USG and multilateral emergency preparedness and humanitarian response opportunities.
• Lead or support proposal development, as appropriate, including:
o Interpret donor solicitations, rules, and regulations; identify resources required for proposal development.
o Coordinate with country office and head office proposal development team members.
o Conduct (multiple) reviews of proposal to ensure high quality submissions.
o Support budget development and review budgets for donor responsiveness and alignment with technical narrative.
• Help define approach to teaming/partnering with other organizations on major institutional funding opportunities.
• Review and support negotiation of donor agreements.
• Ensure upcoming donor engagement opportunities are identified and assessed.
• Implement and execute strategic and program services, communications and outreach, and grant making strategies for emergency preparedness and humanitarian response.
• Conduct due diligence on new partners, grants and investments; monitor and track program implementation; prepare program reports and deliverables; and maintain internal systems.
• Manage and coordinate the approval of agreements and sub-agreements, amendments, cost extensions, and no-cost extensions, as applicable.
• Ensure sound financial and grant management by coordinating with relevant BRAC entities for accurate and timely reporting to donors and prospects.
• Conduct monitoring and program design visits on an as needed basis.
• Promptly identify and advise the Senior Vice President and applicable functional leads on areas of concern in regard to grant management or compliance related issues.
Communications and Advocacy
• Build awareness of BRAC by representing the emergency preparedness and humanitarian response portfolios through speaking engagements at conferences, events, and external meetings with diverse stakeholders.
• Keep project records and capacity statements up-to-date and work with Communications staff to build awareness of portfolio programs.
• Possess and communicate a strong understanding of BRAC’s programs worldwide.
Education and Experience:
• Bachelor’s degree required + at least six years’ relevant experience or Master’s Degree/equivalent + at least four years’ relevant experience.
• Experience having deployed to an emergency in the developing world.
• At least four years’ experience in international emergency preparedness and humanitarian response; experience managing complex grants and working with multi-cultural teams preferred.
• Experience writing proposals to and/or implementing/managing projects from the USG humanitarian funders such as OFDA, BPRM, and FFP.
• Significant experience in fundraising required; background in fundraising for a global development organization preferred.
Knowledge and Skills:
• Strong understanding of emergency preparedness and humanitarian response program design and proposal development; proven track record in USG fundraising, reporting and grant management.
• Ability to facilitate project design processes, including applying theories of change and project logic to design, and develop work and management plans accordingly.
• Strong interpersonal skills with demonstrated ability to be a team player and to work independently and with initiative when needed.
• Demonstrated ability to collaborate equally effectively with colleagues in ‘remote’ and diverse teams, including as team leader for proposals.
• Highly organized, strategic thinker with a strong attention to detail.
• Excellent writing and editing skills.
• Willing and able to travel internationally with some frequency (up to 30%), to disaster prone countries or situations and with minimum notice.
• Ability to perform under pressure and prioritize with multiple competing demands.
• Desire to work in a fast-paced, high-performing environment.
