Your tasks

As the IOC/IODE Training Coordinator you will be responsible for the overall coordination of the activities of the IOC and its IODE capacity development programme activities, including:

1. Implementation and monitoring of, and reporting on the OceanTeacher Global Academy (OTGA) project (2020-2024);
2. Coordination of further development of, and input of content in the OTGA e-learning platform (Moodle based);
3. Coordination of planning, implementation, monitoring and reporting on the global network of Regional and Specialised Training Centres (RTCs and STCs);
4. Organising online and blended courses through the OTGA network of Regional and Specialized Training Centres, as well as onsite courses at the IOC Project Office for IODE, Oostende, Belgium;
5. Organising training courses with relevant partner organisations;
6. Advertising and promoting of OTGA courses through relevant events, brochures, handouts and web-based content;
7. Assisting RTCs and STCs in the planning, processing of student applications, implementation and reporting of courses;
8. Organising meetings of the OTGA Steering Group;
9. Supervise consultants involved in OTGA and other capacity development activities;
10. Coordinate IOC capacity development actions at the regional and global level, in close consultation with IOC regional sub-commission secretariats and IOC heads of section;
11. Support the delivery of capacity development actions within the framework of the United Nations Decade of Ocean Science for Sustainable Development (and its follow-up);
12. Organise meetings and work of the IOC Group of Experts on Capacity Development;
13. Manage the further development of the IOC CD-Hub catalogue of CD opportunities;
14. Applying / drafting calls for project funding;
15. Assist the Head, IOC Project Office for IODE with other tasks.

Your profile

• Advanced university degree (equivalent of a Master’s degree) in Marine Science, and not less than 2-4 years of experience, of which preferably 1 year has been acquired at the international level;
• Experience in academic or technical training, preferably including distance learning;
• Keen interest in new technologies and their application to ocean data (including biological data) and information management as well as new technologies that can facilitate training including distance learning;
• Excellent inter-personal skills;
• Excellent command of the English language. Knowledge of Spanish will be an important asset;
• Skills and effectiveness in written and oral communication and presentation.

About us

Over the last 20 years, the Flanders Marine Institute (VLIZ) has become a knowledge institution indispensable to the marine research landscape. What started as an institute focusing on science support, has evolved into a national and international point of contact for marine research.

Within this international context, the Flemish Government (Belgium) through the Flanders Marine Institute (VLIZ) hosts the UNESCO/IOC Project Office for IODE which is part of the Intergovernmental Oceanographic Commission (IOC) of UNESCO that was founded in 1960 and now has 150 Member States. One of the core programmes of the IOC is the International Oceanographic Data and Information Exchange (IODE) ( The Project Office has 7 permanent/long-term staff (Belgian and international) and a varying number of short-term consultants. The Project Office is also hosting the Data Coordination Office for the UN Decade of Ocean Science for Sustainable development as well the OceanTeacher Global Academy Regional Training Centre for Belgium.

An important project managed by the Project Office is the OceanTeacher Global Academy (OTGA) which provides a comprehensive internet-based training platform (based on Moodle) that supports classroom training, blended training, and online (distance) learning. OTGA delivers training courses through a global network of 17 Regional Training Centres (RTCs) and Specialized Training Centres (STCs) most are now either fully online or in blended mode. OTGA is an approved action within the UN Decade of Ocean Science for Sustainable Development and the 2030 Agenda and its SDGs as well as supporting the implementation of the IOC Capacity Development Strategy including the IOC Ocean CD-Hub (Gateway to Ocean related Capacity Development opportunities around the world). The position of IOC/IODE Training Coordinator is a position with a high level of responsibility but also offers considerable opportunities for continued personal professional development and interaction with the global community.
