ADPC Position: Graphic Designing Consultant for PEER Training Course Package

Supporting Project: PEER5 and SERB2

A. About Asian Disaster Preparedness Center

ADPC is an autonomous intergovernmental organization with a vision to reduce disaster and climate risk impacts on communities and countries in Asia and the Pacific by working with governments, development partners, international organizations, NGOs, civil society, private sector, media, and other key stakeholders.

Established in 1986 as a technical capacity building center, ADPC has grown and diversified its expertise across social and physical sciences to support sustainable solutions for risk reduction across a broad range of specialist areas. With over 100 staff from 19 different nationalities and a wide range of professional expertise from atmospheric scientists to social scientists with experiences from all levels of engagement typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) in an effective manner. ADPC has six strategic themes supported by seven departments: ADPC Academy, Risk Governance, Climate Resilience, Urban Resilience, Health Risk Management, Preparedness for Response and Recovery, Geospatial Information. These are supported by Finance, Human Resources and Administration, and Strategic Planning departments. In addition to the departments, ADPC also works on three cross-cutting themes: Gender and Diversity, Poverty and Livelihoods, and Regional and Transboundary Cooperation through permanent working committees.

ADPC Strategy 2020 guides the organization in providing comprehensive risk reduction support to countries and communities in Asia and the Pacific. ADPC recognizes the importance of examining the linkages between disaster risk management, poverty reduction, gender equality, sustainability, rights-based approaches, climate change and regional cooperation.

B. Background

ADPC is currently implementing the “Strengthening Institutionalization of the Program for Enhancement of Emergency Response” (PEER -5) in South Asia with technical and financial assistance from the USAID Bureau for Humanitarian Assistance. The program has been an essential instrument for enhancing disaster preparedness in the region by forming and strengthening skilled emergency responder groups from communities, disaster response agencies, and hospitals for the past 20 years in Asia. In this current phase of the program, Pakistan will continue to work with partner agencies, including training and academic institutions, as a project country. Building upon PEER's success in training emergency responders and developing instructors for more than two decades in Asia, there is a need to further strengthen the institutionalization of the PEER approach as an integral part of existing and future policies, strategies, budgets, and programs of national and sub-national governments and other non-government agencies including the private sector. The current phase of the PEER Program (PEER-5) aims to strengthen national and regional partners' institutional and technical capacity to accelerate the institutionalization and sustainability of the PEER program in the program countries.

C. Statement of Intent

ADPC is looking to recruit a consultant for graphic layout work. This consultancy assignment's primary objective is to graphically layout the training curriculum materials in a standardized template and package the course materials for each PEER country in print-ready formats. The course curriculum material should also be packaged for uploading on digital platforms and websites. The course package includes the following books for layouting for all 6 countries:

• Scoping Study Report – 6 country reports
• Instructor's Guide (IG) of CADRE, MFR, CSSR and HOPE – 6 country adapted versions (24 books)
• Participant's Workbook (PW) of CADRE, MFR, CSSR and HOPE – 6 country adapted versions (24 books)
• Exercise Guide (EG) – 1 generic version
• Coordinators Guide (CG) – 1 generic version

The attachments to the above course materials include pre-test, post-test, unit test, test key, extra questions, presentations, and presentation exercise need to be also consolidated and included in the graphically layout reports/documents.

D. Duties and Responsibilities

The consultant will support the PEER team in layouting and packaging of the course materials for each PEER country.

• Graphical layouting of all course books and their attachments in the template provided;
• Packaging final copies for printing and uploading on web;
• Packaging final copies in spiral and hard book binding formats;
• Design relevant infographics, tables in the inner pages as required;
• All the designed material should be in line with the ADPC style guide. The consultant should share design ideas, prepare sample options and make revisions in consultation with the team.

E. Qualifications

• Diploma/Bachelors in Graphic Design, Arts, or related field
• Must have a wide understanding of Graphic Designing tools. Any certificate in HTML, Photoshop, CSS or Web Design will be an added advantage.
• Experience and working knowledge in designing various reports, books and knowledge products for digital and publishing purposes
• Familiar with the requirements of designing for websites, social media platforms, as well as print ready material

F. Reporting Relationships

In performing the duties and responsibilities indicated above, the Consultant will be supervised by the Program Coordinator under the overall guidance of the Senior Program Manager for PEER.

1 August 2021– 30 April 2022
