Legal Fellowship Programs in Tobacco Control Law and Policy

The Campaign for Tobacco-Free Kids’ International Legal Consortium (ILC), in association with the O'Neill Institute for National and Global Health Law at Georgetown University, will be providing two separate Fellowship Programs for early-or mid-career lawyers.

Overview

The 18-month, part-time programs are designed to create a cohort of lawyers to join the international effort to combat the tobacco epidemic. The Fellowship Programs will provide a unique opportunity to learn from global experts and become experienced in law and public policy on tobacco control through a specially developed curriculum, mentorship and work observation.

There are 6 Fellowship positions in the Global Program and up to 9 positions in the African Program. Fellows will be expected to commit to 4-6 hours per week of training.

FELLOWSHIP CURRICULUM WILL COVER:
Evidence-based tobacco control policies;
Legislative drafting and policy development;
The World Health Organization Framework Convention on Tobacco Control (WHO FCTC) and implementing guidelines;
The tobacco industry’s role in creating a global tobacco epidemic and its continued efforts to create new generations of tobacco and nicotine users;
Litigation to defend against industry challenges and to enforce existing tobacco control laws;
How tobacco control integrates with the wider UN treaty system, global NCD objectives and the human rights agenda;
The roles of the WHO, government and civil society in advancing policy change;
Communication training for lawyers; and
Translating research and analysis into effective policy and regulatory proposals.
Due to the COVID-19 pandemic, all program content will initially be provided online with a specially developed virtual based curriculum. If international travel becomes appropriate and safe, Fellows will be provided with opportunities to travel to the CTFK offices in Washington DC, USA, for in-person training and mentorship.

Compensation
Fellows will be provided with a competitive stipend.

Who Should Apply

The Fellowship Programs will be of interest to early-or mid-career lawyers currently working in a civil society organization, government office, academic institution or law firm, with an interest in and commitment to public interest law. No prior tobacco control experience is required.

The Global Legal Fellowship Program in Tobacco Control Law and Policy

The application process for the Global Legal Fellowship Program is now open, and applications should be submitted by March 5, 2021, to: globalfellowship@tobaccofreekids.org.

Applicants should be based in one of the following countries: Bangladesh, Brazil, China, India, Indonesia, Mexico, Pakistan, Philippines, Ukraine, and Vietnam.
