Job Summary

The NDC Partnership is committed to supporting countries in driving gender equality and meaningful youth engagement in their NDC implementation and enhancement—a commitment embodied in a Gender Strategy and a new Youth Engagement Plan to be launched in December 2020. This position will play an integral role in ensuring that the Support Unit can discharge its responsibilities in the implementation of these plans, facilitating action by members and tracking progress

This position is remote due to Covid-19, but you will be based at WRI’s office in Washington, DC once restrictions have lifted.

Job Responsibilities

Data gathering and analysis (40%)

• Maintain mapping of member and partner activities related to gender and youth in NDC implementation and enhancement
• Work with the knowledge management team to identify and tag gender- and youth-related requests from countries, for inclusion in the Partnership’s knowledge management system
• Develop analysis of trends in country requests and gaps in support for those requests and concise briefs, presentations and communication materials to share this analysis with members and external audiences
• Extract and synthesize country successes, lessons, and effective practices for mainstreaming gender equality and youth participation from internal Partnership facilitator, country and regional reports, or input into knowledge and communication products
• Identify technical resources, tools, platforms or financial resources related to youth and gender and ensure their incorporation in the Partnership’s Knowledge Portal
• With Support Unit colleagues, review potential projects from member countries and advise on gender- and youth-responsiveness
• Track implementation of the Gender Strategy and Youth Engagement Plan, working with the Monitoring and Evaluation team

Coordination and facilitation (40%)

• Coordinate and facilitate work with consultants to support implementation of the Gender Strategy
• Work with consultants and country engagement team members to ensure relevant staff are equipped to advise and countries on key elements of gender and youth and to assess NDC implementation plans and provide relevant feedback. This will include the design and implementation of training sessions for staff
• Engage with members or external partners that express interest in providing gender or youth support to fill gaps in country requests
• Work with knowledge and learning team members to organize peer exchanges and other learning events for members
• With the communications team and in coordination with members, organize and facilitate an annual Youth Engagement Forum
• Work with members to synthesize key messages from the Forum for presentation to the Partnership’s Steering Committee meeting

Other activities (20%)

• Support the integration of gender equality, youth and social inclusion into new Partnership initiatives
• Join Support Unit team meetings and calls with country representatives, institutional partners, gender/youth partners and country experts on the NDC Partnership team, gaining insight into countries’ experiences with NDC implementation
• Provide communications support on topics of interest, including by authoring blogs and preparing social media
• Support cross-cutting Support Unit learning and projects as needed, including the onboarding of new staff and members

Job Qualifications

• Master's degree (or Bachelor's degree with a minimum of 2 additional years of relevant experience)
• Minimum 3 years of experience with gender inclusive approaches and/or youth engagement, particularly in climate change action or related fields. Additional experience an advantage
• Excellent analytical, research and writing skills
• Ability to present complex information in a clear and concise manner
• Strong attention to detail
• Flexible and self-motivated
• Ability to think creatively
• Strong computer skills including high level of comfort with Microsoft Office, especially Excel, PowerPoint, and web-based communications
• Demonstrated ability to work both independently and as part of a team
• US Work Authorization required. WRI is unable to provide visa sponsorship for this opportunity

Potential Salary: $59,000 - $77,000

Salary is commensurate with experience and other compensable factors.

Program Overview

Following the landmark Paris Agreement, countries are implementing their Nationally Determined Contributions (NDCs) for climate action. The NDC Partnership is a coalition of countries and international institutions working together to ensure countries receive the technical assistance and financial support they need to achieve ambitious climate and sustainable development targets as fast and effectively as possible.

The Partnership aims to increase alignment, coordination, and access to resources to link needs to solutions. 1. Technical Assistance and Capacity Building - We support governments in defining the processes, policies, and plans required to deliver mitigation and adaptation goals, alongside other development objectives. 2. Knowledge and Information Sharing - We enable countries to learn from and support each other, turning local know-how into global action through knowledge tools, case studies, peer-to-peer exchanges, and other knowledge products. 3. Access to Finance - We facilitate countries in aligning their NDC goals with financial resources. We use a country-driven approach that helps governments set priorities and connect them to available resources across our membership. The NDC Partnership Support Unit is comprised of around 50 staff, jointly hosted by the World Resources Institute in Washington, DC, and the UNFCCC in Bonn, Germany
