The African Population and Health Research Center (APHRC) is a leading Africa-based, African-led, international research institution headquartered in Nairobi, Kenya. APHRC conducts policy-relevant research on population, health, education, urbanization and related development issues in sub-Saharan Africa.

APHRC’s Data Synergy Unit supports all programs across the Center in the application and utility of monitoring and impact evaluation (IE) approaches to inform the implementation and assess the performance of the projects aligned to the different research priorities at sub-national and national levels across Africa.

To this end, APHRC seeks to recruit two (2) Monitoring and Evaluation Officers to support the M&E activities at the Center within the research thematic areas.

Duties/Responsibilities

The position is based at the Head Office in Nairobi, Kenya; and may include some travels to conduct qualitative impact evaluation activities in other Anglophone and Francophone African countries. The M&E Officer will be primarily responsible for the management of M&E aspects of various projects and support researchers at the Center on M&E designs, and plans, including supporting or conducting formative, process, outcome monitoring, and evaluation under the different research thematic areas. The expected specific duties and responsibilities include the following:

Technical leadership and support

• Collaborate with researchers at the Center in developing M&E data collection tools;
• Developing project M&E objectives and goals including the theory of change;
• Develop and deepen innovative approaches to M&E for example, through training of researchers in sound M&E approaches and systems; and
• Participate in scientific writing such as supporting efforts to write manuscripts, blogs, and working papers among others.

Management of M&E Projects

• Establish, monitor and update work plans and budgets for M&E projects;
• Participate in the mobilization of M&E teams, including organizing and managing team planning meetings and overseeing all necessary logistical preparations for field data collection;
• Assure high-quality deliverables and M&E reports;
• Support development the development of tools for interviews, focus group discussions, and observation among others;
• Serve as a responsive point of contact for clients, ensure contract compliance and support contract reporting requirements;
• Support the IE team within DSE in developing, reviewing, and finalizing evaluation plans, and evaluation frameworks, and contribute to the drafting of work plans, data collection tools, and field evaluation tools for each IE activity;
• Work with the Project Evaluation Team to provide timely updates and reports on M&E activities as needed;
• Participate and/or support the dissemination of IE findings at local, national, and international fora through abstract presentations, roundtable discussions, publications, blogs, policy briefs, and working papers among others; and
• Carry out any other tasks required to advance the Themes’ objectives.

Qualifications, Skills, and Experience

• Masters in Social Sciences, Sociology, Medical Anthropology, Public Health, International Health, Social Work and Social Administration, Public Policy, Evaluation, Quantitative Economics, and other closely related disciplines, with specialization or significant demonstrated experience in M&E of development projects.
• Advanced skills in M&E designs, data collection approaches, and both basic and advanced M&E data analysis.
• Strong M&E skills, and ability to conduct and work with large M&E datasets and databases.
• At least 3 years of post-first degree work experience in M&E.
• Experience in impact analysis is an added advantage.
• Experience designing and implementing one or more of the following: implementation research, formative evaluation, process evaluations, process monitoring, and summative evaluation.
• Excellent writing, presentation, and communication skills including the ability to present arguments and analysis in a structured and succinct manner.
• Ability to work independently; self-starter and highly motivated.
• Strong theoretical and applied M&E knowledge.
• Proficiency in the English language is a requirement.
• Fluency in French is highly desirable.
• Knowledge of economic evaluation and IE methods will be an added advantage.
• Working knowledge of East, Southern, Northern, and West African regions is desirable.
