Project Background Information

The Government of The Gambia through the Ministry of Environment, Climate Change and Natural Resources (MECCNAR) has received financial support from the World Bank to develop and implement the West Africa Coastal Areas Resilience Investment Project 2. The Project Development Objective (PDO) is to strengthen the resilience of targeted communities and areas in coastal Western Africa. Project activities are expected to include interventions on policy and institutions, site investments, social development, and a project management unit.

In The Gambia, five priority areas for intervention – or hotspots – were identified through a coastal risk assessment of Greater Banjul Area that was conducted over the period of 2019-2021, supported by the ACP EU NDRR program and as part of the Integrated Urban and Coastal Resilience Technical Assistance Program to The Gambia. For each of the identified hotspots, an investment scenario was developed to reduce the risks, combining structural and non-structural measures, and hybrid infrastructure solutions promoting nature-based solutions. From this technical assistance, the Government selected the Kotu stream intervention (area extent of ~1,881 hectares) to be supported under the proposed Project (US$45 million IDA) based on the high social and economic impacts expected.

The Ministry of Environment, Climate Change and Natural Resources (MECCNAR) has received financing from the World Bank toward the cost of the West Africa Coastal Areas Resilience Investment Project 2 (WACAResIP 2) (P175525), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) includes recruitment of a procurement Assistant. The Procurement assistant will report directly to the Procurement Specialist to whom he/she will advise on all procurement matters and the Project Coordinator will be his/her overall Supervisor.

The services include amongst others to:

1. Assist in solicitation of quotations from Suppliers/ Contractors/ Consultants
2. Assist in the preparation of Procurement Plans
3. Assist in the evaluation of proposals and bids.
4. Assist in the drafting of Terms of Reference and Specifications
5. Assist in the drafting of minutes of procurement meetings.
6. Assist in maintaining proper records of all procurement documentation.
7. Assist in developing a procurement monitoring and reporting system.
8. Perform any other duties assigned by the procurement specialist and Project coordinator.

The areas in which the Procurement Assistant will provide support include:

• Procurement Planning comprising updating the procurement plan;
• maintain proper records of all procurement documentation, and develop a procurement.
• monitoring and reporting system; and, follow up procurement progress and advise the Project Director on how to address the delayed activities in collaboration with the CPCU Procurement Specialist.
• Ensure compliance of World bank and GPPA procurement procedures and per take in the problem solving of any procurement issues.

Qualifications and Experience.

• An Advanced Diploma in Procurement &Supply chain, or BSc in Economics, Procurement, Accounting, Finance,
• A minimum of 3 years experience at a level in a relevant public institution, private sector or in an international organization, with proven skills in procurement.
• Experience and/or good knowledge of procurement in donor funded projects
• Experience in the preparation of Bidding Documents/Request for Proposal and contracts for goods, works and services.
• Sound Knowledge in coordination of bid evaluation and preparation of bid evaluation reports in accordance to world bank or other donor bid evaluation process and procedures.
• Familiarity and experience in use of computers and appropriate software would be an advantage.
• “Possession of the certification of the online course « Overview of Procurement Framework » (https://wbnpf.procurementinet.org/e-learning-programs), consisting in 5 modules, is an advantage. Selected candidates not possessing the certification should obtain it before contract signing”.

Duration

The total duration of the appointment is up to 5 years. The consultant will be contracted for one year with possibility of renewing every 1 year upon satisfactory performance.

Duty Station

The position holder will be based in WACA PIU, CPCU-MECCNAR with travels/field visits to the project sites as required for monitoring, reporting and coordination.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Individual consultants shall be selected in accordance with the Individual Consultancy Selection Method (ICs) method set out in the Procurement Regulations.
