THE MISSION

As part of the strategy of Asmae - Emmanuelle sister association and in compliance with its principles of intervention and values, under the hierarchical responsibility of the Administrative and Financial Manager, in close functional link with the Director and the International Action (AI) division, in close collaboration with the teams based in the countries of intervention and the Headquarters Finance department, the financial controller of international operations has the following main missions:

• Ensure the administrative and financial management of programs throughout the project cycle, from financial arrangements to final closing, in compliance with donor regulations;
• Contribute to the implementation of the strategy and the quality of Asmae's programs by providing solid administrative and financial expertise;
• Manage and optimize project resources; guarantee the reliability of the financial package of projects and the implementation of an adequate management framework;
• Manage and support operational teams in the development and administrative and financial management of their projects;
• Participate in the financial management of the association.

THE POST

Carry out management control of field programs and mission budgets (35%)

• Define and monitor key financial indicators for projects and field activities;
• Manage and lead the construction of the annual budget and the mid-year budget review of missions with the RAF in the field;
• Control the monthly budgetary monitoring of projects, based on accounting data validated by the administrative and financial department, and manage the analysis in conjunction with the project teams;
• Control the eligibility of program expenditures made in the field, relying on the necessary control processes;
• Validate and optimize monthly analytical assignments;
• Make requests for change of analytical assignment;
• Identify, analyze and manage financial risks and changes, project coverage risks, and anything in human resources policies that can have a field budgetary impact (e.g. annual salary review);
• Carry out budgetary consolidation of field budgets;
• Create and improve field tools and procedures;
• Control the compliance and security of field finances (e.g. cash management);
• Strengthen land management control by evaluating the system in place, formulating and implementing operational recommendations, as well as formalizing and capitalizing on existing good practices.

Ensure the administrative and financial management of programs throughout the project cycle, from financial arrangements to closing, in compliance with donor regulations (30%)

• Collaborate in the formalization and submission of grant applications, in particular validating and managing the financial package and the administrative file; participate in negotiations on budgetary aspects when necessary (particularly in the case of a multi-country project or consortium);
• Develop financing plans for each project, in collaboration with the AI division services and the team in charge of private partnerships;
• Identify and monitor the evolution of project financing risk: manage the multi-year forecast; manage the presentation of financial arrangements and associated risks to the Codir and the Office/BoD where applicable during requests for validation of new projects, particularly in terms of profitability, coverage of project costs and co-financing effort;
• Ensure compliance with internal procedures and donor regulations in the management of financing contracts from the start of projects; ensure it is updated according to needs and changing donor requirements;
• Control/validate financial reports before submission to donors, including the part co-financed by private donors;
• Ensure the administrative management of financing contracts (signing of financing agreements, requests for amendments, etc.);
• Actively contribute to the preparation and coordination of steering committees for projects financed by institutional donors;
• Follow the payment due date schedule and take appropriate recovery actions;
• Coordinate the preparation of audits and validate the responses formulated during the audits;
• Plan and follow donor recommendations and audits in conjunction with the administrative and financial department.

Be the reference person on the standards, regulations and mechanisms of public and private donors (15%)

• Monitor and alert on developments in procedures, regulations and formats of public donors, produce and update donor information sheets;
• Monitor the proper application of donor regulations by teams based at headquarters and in the field and contribute to their skills development;
• Represent Asmae in inter-NGO working groups and meetings with public donors;
• Capitalize: make information available and disseminate knowledge internally ((PPIE, training, etc.), formalize lessons from past experiences and good practices in financial and budgetary management for the setting up and management of future projects;
• Manage compliance with donor requirements relating to the fight against corruption and terrorism, in particular the management of screening software and monitoring of screenings carried out.

Supervise cash management and carry out analytical accounting controls (15%)

• Participate in half-yearly and annual closings by validating the analytical part;
• Determine and monitor dedicated funds for projects linked to financing agreements and contracts;
• Ensure that field cash flows are in compliance with Asmae procedures;
• Ensure that liquidity management procedures (cash, responsibilities, flows) are in place and integrate the identified risks;
• Control cash requests from missions and ensure that they are linked to an activity plan.

Be the operational reference for the field finance teams and supervise the management control team

• Support HR and country managers in recruitment, training (briefing/induction, donor news, etc.), monitoring and coordination of country CAF/RAF;
• Provide financial support missions when traveling to countries if necessary;
• Organize field finance workshops/training;
• Recruit, train and supervise volunteer(s) and possible financial control assistants.
• Other complementary activities may be integrated, provided that they are directly linked to the financial control of international action.

THE REQUIRED PROFILE

Training / Experience:

With Bac+3 to +5 training, you have successful experience of at least 5 years including 2 in an international solidarity NGO in a similar function and have notably been able to develop skills in putting together grant requests addressed to public donors (AFD, European Union, USAID, local authorities, UN agencies, etc.) and administrative and financial management of projects financed by institutional donors. Significant field experience is also required.

PRACTICAL ARRANGEMENTS

Type of contract: Permanent contract (CDI)

Status frame

Taking position: ASAP

Duration of work: full-time position (37 hours/week, RTT)

Remuneration: €33K - €37K gross annually over 12 months, depending on profile

Place of work: position based in Montreuil (93) – Teleworking: 3 days (charter)

Mutual insurance 70% covered by Asmae, meal vouchers with a face value of €9 of which 60% covered by Asmae, 50% reimbursement for the Navigo or Sustainable Mobility package.
