Assignment Title: Consulting Services as an Environmental Specialist for the Grenada Resilience Improvement Project (GRIP)

The Government of Grenada has received financing from the World Bank toward the cost of the Grenada Resilience Improvement Project (GRIP) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include being responsible for ensuring that the Project’s environmental outcomes are achieved, and that any adverse impacts are effectively avoided and/or mitigated in a timely manner. The assessment and strategy shall, among other aspects, include policies, planning, engineering and design, operations and maintenance, contingency programming, and institutional capacity and coordination. The services are anticipated to commence in Q1 2024.

The detailed Terms of Reference (TOR) for the assignment can be obtained at the addresses given below.

The Ministry of Implementation and Transformation now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

1. Bachelor’s degree in environmental sciences, Environmental Health and Safety or other related field from a recognized university
2. At least 3 years’ experience as an Environmental Specialist/Officer in a Project environment.
3. Knowledge and capacity in outreach and awareness/capacity building programs for governmental organizations, NGOs and/or local communities.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition dated November 2020, setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: consultants need to be aware that there may be conflict of interest between the main objectives of this assignment and the implementation phase, as per paragraph 3.17b of the Procurement Regulations.

A Consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out in the Procurement Regulations.
