About Us

Global Rights Compliance (GRC) is an international legal foundation focussed on bringing perpetrators to justice for atrocity crimes. We have a presence in the Hague, London, Washington, and Kyiv.

GRC is an implementing partner of the Atrocity Crimes Advisory Group (ACA). The ACA is a multilateral initiative established by the United States, the European Union, and the United Kingdom to provide strategic advice and operational assistance to Ukraine’s Office of the Prosecutor General (OPG) in the investigation and prosecution of atrocity crimes in Ukraine. As such, GRC in Ukraine works in support of the Office of the Prosecutor General (OPG) by deploying several Mobile Justice Teams (MJTs) which assist the OPG in all aspects of the investigation, case building and prosecution. Our headquarters for this project are in Kyiv, Ukraine. GRC’s MJTs operate throughout Ukraine in areas of interest to the OPG.

Prosecution and Investigation Track: GRC possesses unrivaled expertise and granular knowledge of the OPG, its working methodology and ongoing investigations and prosecutions within the context of the ongoing aggression by the Russian Federation. GRC is the only international organisation consisting of ICL specialists that have been consistently present in Ukraine since 2015, working with the OPG, law enforcement agencies and CSOs to document international crimes and bring about criminal accountability.

Our Ukraine team has, over time, acquired an intimate knowledge of the conflict operating environment, and built trust-based relationships with all criminal justice system actors, relevant governmental bodies, CSOs and international partners. Our blend of technical expertise, knowledge of the Ukraine context/conflict and language proficiency is unrivaled, and is, without doubt, our unique selling point.

Duty Station: Kyiv Ukraine, with potential for occasional travel to the regions.

Contract Duration: 12 months with probable extension, ideally commencing 1 April 2024.

The Challenge

The Prosecutorial Outreach Officer will have significant complementary experience maintaining the relationships and communications with domestic investigators and prosecutors.

The role holder will preferably be an ex-prosecutor with specialisms/experiences covering criminal justice work in the context of war crimes and/ or other international crimes.

• Maintain daily contact with Ukrainian prosecutors and investigators, and where appropriate, other relevant interlocutors.
• Receive requests for assistance from the OPG and regional prosecutor’s offices, ensuring timely and effective communication to the MJTs.
• Collect and distribute information from the OPG and regional prosecutor’s office for the MJT teams and GRC management for MJT operational and strategic purposes.
• Facilitate meetings and other cooperation with relevant Ukrainian Government and civil society stakeholders.
• Assist in planning field trips.
• Assist, as required, other senior and junior national and foreign lawyers.

Your Background

• 5+ years of experience in the criminal justice sector - national jurisdiction.
• Law degree.
• Practical experience in the field of criminal investigations/prosecutions.
• Flexible and creative; able to work in an unstructured, changeable & fast-moving environment, proactive, anticipating problems and solutions orientated.
• Self-starter - can be given a ‘desired outcome’ and can figure out the action areas required to reach it without detailed guidance.
• Practical thinker, able to break down and pursue the elements required to operationalise an investigative/prosecutorial strategy.
• Excellent communication skills.
• Administratively competent; able to manage competing urgent demands.
• Practical experience in working with highly sensitive material and an ability to demonstrate the requisite skill in storing, sharing and working with such material.
• Fluency in Ukrainian, written and oral.
• Working knowledge of English.
• Experience in investigating/prosecuting international crimes is desirable.
• Practical experience working with international organisations is desirable.
