Call for Advocacy Consultants

The IREX PRO-INFO Program is seeking an advocacy consultant to assist in implementing its Advocacy and Support program.

PRO-INFO is working toward a robust and vibrant media and information ecosystem that contains multiple and diverse voices, rooted in an enabling environment that firmly protects freedom of expression, with independent media and information actors operating as professional and financially sustainable entities that provide relevant, fair, and fact-based content to informed and engaged citizens.

Summary: PRO-INFO recognizes the need to enhance the capacity of Sri Lankan media advocacy/support organizations, to mobilize their constituencies to ensure that freedom of expression remains unfettered in Sri Lanka.

IREX Advocacy and Support program will build on the success of a similar project under Media Empowerment for a Democratic Sri Lanka (MEND) which spent the past six years working with media advocacy organizations in Sri Lanka, building their institutional capacity and helping them design effective advocacy campaigns. In the process, it has developed an Advocacy Index that assesses strengths and weaknesses with an organization, as well as a Toolkit to help address any shortcomings. Both tools are tailored to the Sri Lankan context and will now be made available to local organizations as a self-paced online course.

IREX is seeking the support of a consultant to assist in designing campaigns around the advocacy goals of the organizations we will support. Specifically, the consultant will work with the IREX team on developing a self-paced online course which will be used to enable organizations to improve their advocacy skills and deliver effective campaigns. In addition, the consultant will support the IREX team and advocacy organizations to design effective advocacy campaigns.

Duties and Responsibilities: The Selected individual will be asked to work closely with the IREX team. Specifically, the consultant will be tasked with:

• Review existing literature and reports regarding media advocacy in Sri Lanka, in addition to IREX’s existing work
• Mentor IREX staff working on developing the advocacy online course.
• Provide consultation to the advocacy organizations when required.
• Provide feedback on advocacy campaign proposals.
• Qualifications: Individuals should have extensive experience and a range of skills to support the IREX team, including:

• At least five years’ experience working with international media development agencies
• A high level of practical experience working in media advocacy in Sri Lanka
• A good understanding of the media landscape in Sri Lanka
• Speaking, reading, and writing proficiency in English
• Strong interpersonal skills, work ethic, ability to work in a multicultural environment.
• Demonstrated ability to plan strategically and creatively to meet objectives.
• Strong ability to anticipate challenges and generate solutions.
• Previous consultants/service providers will be considered for this post, with past performance used as a major part of the selection process.

Compensation: This is a consultancy position, and selected individuals/organizations will receive a daily rate commensurate with their experience, as determined by IREX.
