Countries in the African region are establishing National Councils and Funds to combat malaria and neglected tropical diseases (NCDs). ALMA is seeking a French-speaking lawyer to provide technical assistance and support to national Ministries of Health, EMCs and partners.

The Advisor will provide technical assistance to Ministries of Health as follows:

1. Support the establishment of national teams to design and plan in advance national councils for malaria and neglected tropical diseases (NTDs), including participating in meetings of these teams to monitor progress, share best practices and provide guidance on the development of these councils and funds that support local best practices.

2. Support the drafting of concept notes for boards and funds, summarizing their structure, operations and composition.

3. Research relevant laws, regulations and best practices for establishing entities in each country that can serve as domestic resource mobilization mechanisms. Work with Ministry of Health legal advisors and other staff to identify the risks and benefits of different structures, then assist ministry staff and board members, if already established, in choosing the appropriate structure. best approach for the country.

4. Participate regularly in meetings with National Malaria Control Programs (NMCPs) and other Ministry of Health staff to gather input, supervise and provide guidance during quarterly meetings of the National Malaria Control Council malaria (EMC).

5. Support the drafting of relevant documents for the creation of national financing mechanisms capable of receiving, pooling, managing and distributing financial and in-kind resources to support the implementation of national malaria strategic plans. This includes relevant documents for the formation of the financing mechanism, governance policies (e.g. conflicts of interest, anti-corruption, financial management) and transparent and accountable processes for donor contributions and requests for support from the national malaria control program.

6. Support the recruitment and training of country-based staff for administrative secretariats. This includes drafting terms of reference and facilitating any relevant personnel contracts; meet with secretariat staff on a weekly basis to receive updates on progress and challenges, as well as to provide technical assistance.

7. Work with EMC members and secretariat staff to conduct annual assessments using an EMC maturity framework to identify gaps and areas requiring further strengthening. Develop training materials and run workshops with EMC members and secretariats to improve the operation and efficiency of EMCs.

8. Collaborate with national and international partners to identify available resources and strengthen support for boards and funds.
Support the development of investment and resource mobilization plans to mobilize financial and in-kind resources. These plans should be tailored to relevant gaps and sectors/industries. • Document committed resources for each board and fund on a quarterly basis and update totals in central tracking maintained by ALMA.

9. Support documentation and communications for donors and the writing of funding requests and proposals.
Participate in regional forums to share lessons and best practices regarding advice and funds.
Document best practices, tools and other materials for publication on the ALMA Scorecard platform.


Experience

+ University degree in law or politics.
+ More than 7 years of relevant experience.
+ Knowledge of best practices in governance, resource mobilization and finance.
+ Preferable experience working with public-private partnerships and working with government ministries and development partners.
+ Language: French.
