Acted France (HQ)

Acted's headquarters was established in Paris in 2000 with the aim of coordinating the organization's interventions on a global scale. Today the headquarters is made up of 110 people in the HR, Finance, Programs, Audit, Security, Logistics & Systems and Communication departments. These departments provide support to the 42 Country Directorates. The headquarters also serves as a focal point for Acted's management, namely the General Director, the Development Director and the fifteen members of the Board of Directors.

Main role and responsibilities

Under the authority of the Transparency & Compliance Department, the Headquarters Audit Manager contributes, in his/her geographical area of assignment, to evaluating the proper implementation of Acted's procedures and policies, to managing audits external institutions commissioned by donors and to follow country audit plans.

He/She contributes to controlling, using a risk-based approach, the implementation of Acted processes in compliance with Acted procedures, specific donor procedures, best practices and national legislation; to follow action plans to mitigate identified risks with country and regional compliance teams, based on priorities, budgetary constraints and organizational contexts.

He/She provides technical support and work to strengthen the capacities of the compliance teams in the various Acted missions to implement action plans and limit risks.

He/She also provides technical support for the preparation and monitoring of external donor audits and due diligence.

Main Responsibilities:

Follow-up of the external audit

• Ensure preparation for external audits and assist auditors at headquarters level.
• Support for field teams in the event of an external audit at country or regional level.

Monitoring of internal control mechanisms

• Support the effective implementation of systems, rules and procedures, from a quality approach but also
• from an external donor audit perspective;
• Gather, compile and analyze financial, logistical and administrative information;
• Centralization and monthly review of country compliance reports;
• Participation in risk analysis, monitoring and implementation of recommendations formulated and approved.

Internal audit monitoring

• Participate in the development of the internal audit methodology for Acted;

Monitoring of procedures

• Participate in strengthening internal control systems, rules and procedures, drawing on existing internal procedures and applicable rules and laws defined by institutional donors;

Reporting interne

• In conjunction with the Audit Director, improve and monitor the reporting and monitoring mechanisms of
• internal control systems;

Department monitoring

• Participation in the management of the network of internal country controllers (around 30 people in the intervention areas);
• Monitoring of action plans established by the regional Auditors and/or the Audit Director during their field missions.

Qualifications and skills required

• ESC or University diploma specializing in Audit/finance;
• Knowledge of the humanitarian sector / NGO operations is a plus;
• At least 1 year of significant experience in audit / finance / management control;
• Excellent financial and analytical skills;
• Excellent writing and communication skills for all reporting and writing responses to audit reports;
• Ability to work in an intercultural environment and demonstrate flexibility;
• Responsive, motivated, good communicator, good personality and work skills, adaptation and ability to work under pressure;
• Total mastery of the Office Pack;
• Excellent level of English, written and spoken (daily contact with local teams).

Conditions

• Monthly net salary: 2100 – 2300 euros net monthly
