SOS MEDITERRANEE is a civil European rescue association founded in 2015 to face the humanitarian tragedy and the lack of adequate state rescue capacity in the Mediterranean on the deadliest maritime migratory route in the world since 2014. Created by a group of European citizens, our maritime and humanitarian organisation has three missions:

1. To rescue people in distress at sea.
2. To protect and assist survivors on board our ship.
3. To bear witness and raise awareness about the tragedy unfolding in the central Mediterranean.

Today, SOS MEDITERRANEE is a network composed of four European entities (Germany, France, Italy, Switzerland) sharing the objective to support our rescue operations at sea. Search and Rescue (SAR) operations have been carried out since February 2016 in the Central Mediterranean off the Libyan coasts with the chartered ships Aquarius and Ocean Viking. To date, over 37.000 people have been rescued by

Overall Purpose

Working as a member of a diverse team which is committed to humanitarian and maritime search and rescue (SAR) in the central Mediterranean, the Logistics manager defines and implements all supply and technical logistics strategies and support to the operation, ensuring the pertinence and coherence of logistics and supply programmes, adequacy of the means provided and the compliance to SOS MEDITERRANEE’s standards, protocols and procedures in order to enable the development of the mission in perfect working conditions and optimise the impact of the operations.

Major Duties and Responsibilities

Supervises the supply chain:

• Defines, implements and revises the supply strategy of the operation together with the onshore and onboard managers according to the operation’s context and the operational needs, in line with SOS MEDITERRANEE’s protocols, policies and guidelines, translating the identified needs into objectives, priorities and resources needed
• Revises and creates, if necessary, SOS MEDITERRANEE’s supply policies, guidelines and tools
• Monitors the efficient implementation of the overall supply procedures (demand planning, procurement, importations and exportations, warehousing, distribution and transversal activities) and the use of tools to support the different supply activities, proposing adjustments when needed. Ensures the supervision of all ship supplies procurement and transport.
• Performs regular assessment of the supply chain, ensuring that permanent support to the direct and indirect supply stakeholders is available and defining adjustments when necessary.
• Identifies and anticipates risks linked to the supply chain, defines and follow the action plan to mitigate those risks, and ensures the stability of supply activities
• Ensures the good archiving of purchase files
• Ensures the good management of the on-shore’s stock (inventory, safe warehousing, selling, transport

Supervises installations and equipment with the support of technical managers and the Deputy Director of Operations:

• Participates actively in the definition and update of the budget defining strategies and provides advice to the direction of operations in the translation of the identified logistical / technical needs into objectives, priorities and resources needed for the operation
• Monitors the implementation of logistics/technical activities onshore and onboard ensuring compliance of SOS MEDITERRANEE’s standards, protocols and procedures, and reporting to the direction of operations on the development of the ongoing operations and proposing reorientation strategies when needed. Provides reporting on evolution from the technical/logistics perspective and propose corrections if needed
• Ensures purchase, delivery and follow up of all equipment in collaboration with technical managers
• Based on operational needs, and in direct coordination with the Deputy Director of Operations in charge of Maritime/SAR, contributes to the definition of priorities, technical specifications and calendar of implementation of works and jobs on board the ship, and maintenance of the installation and equipment under SOS MEDITERRANEE responsibility
• Ensures technical reference and support for all logistics/technical issues within the operation, providing coaching to logistics staff and representing SOS MEDITERRANEE in meetings with relevant stakeholders
• Ensures installation and maintenance of working spaces and lodging facilities in an adequate living condition as well as all the equipment required
• Ensures the proper use and maintenance of IT (computers, software, backups, etc.) and communication tools as well as the communication means in the operation (including numbers, frequencies), allowing permanent communication between the vessel and the offices. Ensures all staff in the operations department, onshore and onboard, benefits from proper training on how to use communications equipment available, when appropriate

The logistics manager is responsible for the day-to-day management of his/her team (guidance, follow-up, motivation) and the evaluation of the performance and skills development of team members. She/he also contributes to the strategic positioning by assisting in the development, review and implementation of the strategy, focusing on contributions related to logistics. He/She represents SOS MEDITERRANEE in meetings with external stakeholders, including suppliers and proactively liaises with all SAR NGOs and other SAR logistics colleagues.

Vocational qualifications and certifications

• Degree in Logistics, option in Humanitarian or maritime settings a plus
• 5 years or more of work Experience with at least 3 years working in humanitarian environment in logistics services
• Proficiency in supply chain and storage management
• Technical expertise, excellent organizational and time management skills, hand on attitude
• Demonstrable experience in supervising, managing and training a multidisciplinary team
• Highly computer literate with capability in email, MS Office, including Excel, and related business and common tools. MS Teams/SharePoint
• Knowledge and understanding of ship management structures and practices, charter parties and related issues are a strong advantage
• Understanding of migration issues and context of the Mediterranean
• Driving License B mandatory, Driving license E is an asset

Languages

• Fluent in English and French (verbal and written)
• Knowledge of Italian and/or Arabic and/or German is an asset

Conditions

• Open-ended contract (Permanent contract)
• Position based in Marseille, possibility of homeworking 2 days a week
• Necessary to have a valid work permit to work within the EU
• Annual gross salary: 37 000 – 43 000 K EUR depending on experience
• Tickets restaurant, mutuelle covered 100% by employer
• 25 days of paid leaves + 11 compensation days per year
