Programme Officer

Fixed term contract for 24 months/Full-Time

Reports to: Programme Manager, Madagascar Country Office

Job Overview

CBM Global is a leading organisation in disability inclusive development, committed to improving the quality of life of persons with disabilities in the poorest communities of the world. The position holder’s main role is to:

• Provide contribution to the development and implementation of the Country Plan, aligned with the Federation strategy.
• Ensure efficiency of an effective M&E framework to regularly measure progress on implementing the Country Plan.
• Support partners in the area of inclusive education in documenting good practice cases and promote knowledge sharing among partners and within CBM Global.
• Ensure that partner and project data are managed in line with data protection rules, and that updated programme records are kept.
• Carry out role-specific responsibility to safeguard children and adults at risk (as guided by CBM Global’s respective policies) in projects and enforce this with partners.

Hours: Full-time, 40 hours per week.

Salary range: The salary offered will be competitive, dependent on skills and experience. We offer a local contract.

Responsibilities and Duties

Partnership management

• Support the Programme Manager in maintaining strong partnerships and diversifying partnerships by identifying new partners in support of the Country Plan.
• Support the Programme Manager in conducting a regular update of organisational capacity assessments and/or partnership reviews, jointly develop plans to address capacity gaps, identify solutions, monitor implementation and document learning.
• Support the Programme Manager in developing funding diversification strategies with partners in the area of inclusive education and oversee the phase-out of partnerships where agreed, through jointly prepared exit plans with the partner.
• Immediately report to the Programme Manager any critical issues and incidents that are in breach of partnership agreements and support the follow-up resolution process.

Programme / Project management

• Support the Programme Manager in the identification of project opportunities with partners under CBM Global’s Country Plan and in line with national development plans, and in the rapid development of emergency response projects with partners in the event of natural or man-made disaster.
• Support the Programme Manager in joint project and/or multi-year planning processes with partners, CBM Global Initiatives/technical teams and Member Associations, ensuring the quality and sustainability of results in line with CBM Global and donor requirements.
• Support the Programme Manager in ensuring high quality of project and programme plans with effective delivery and fulfilment of objectives and utilization of budgets.
• Ensure partners are fully informed of donor requirements and are capable to meet them.
• Adhere to the promotion of the inclusion of monitoring, evaluation and learning components in project plans; support the Programme Manager in the mid and end-term project evaluations with partners in the area of inclusive education and support the dissemination of learning.
• Support partners in the area of inclusive education to document good practice cases and promote knowledge sharing among partners and within CBM Global.
• Support the reporting of partners in the area of inclusive education in line with standards and donor requirements.;
• Facilitate input from technical experts into project development and implementation.
• Jointly with partners in the area of inclusive education, develop and monitor the implementation of exit strategies for projects/programmes.
• Support the Finance Team in ensuring that partners in the area of the inclusive education and colleagues understand and respect CBM Global’s financial framework for project implementation.
• Closely collaborate with the Finance Team to ensure that programme and financial aspects of project design, budgeting and implementation go together, and that project monitoring and evaluation are comprehensive.

Advocacy, technical advice and representation

• Under the leadership of the Programme Manager, promote the organization and its mission to local partners and authorities.
• As assigned, represent CBM Global at relevant in-country meetings, conferences, and workshops.
• Support the Programme Manager in strengthening and providing support to OPD organisations and movements.
• Support the Programme Manager in the delivery of DID technical advice in Disability Inclusive Development to government and other organizations, in alignment with the DID initiative and Country Plan.

Communication and resource mobilization

• Support the Programme Manager in monitoring in-country calls for proposals from institutional donors and in building focused relationships with representatives of such donors and other NGOs with whom CBM Global can collaborate.

Person Specification

All of the following requirements are essential, unless marked with a * when they are desirable.

CBM Global welcomes applicants from diverse backgrounds and people with lived experience of disability.

Experience

• University degree in humanitarian/development studies, social sciences, disaster risk management or related field.
• Minimum of (5) years of proven professional experience in emergency preparedness, response and humanitarian programme management and oversight including in complex humanitarian settings (conflicts, natural disasters, refugee/internal displacement contexts, etc).
• At least five (5) years of experience in partnership management, capacity building and delivering humanitarian assistance through national partners.
• Proven experience of working with variety of stakeholders including UN, INGOs, government and donor agencies, and inter-agency humanitarian coordination.
• Strong project proposal development skills for institutional donors.
• Experience in strategic oversight, coaching and capacity building.
• Knowledge and experience of practical application of the Sphere standards and their foundational documents (the Humanitarian Charter, the Protection Principles, and the Core Humanitarian Standard).
• Knowledge of the local humanitarian context and related emerging trends.
• Understanding of disability inclusion an related legal frameworks and standards, especially with regards to disability inclusive humanitarian action.
• Experience in mainstreaming gender, age and disability in humanitarian programme cycle.
• Technical expertise and experience in health, basic needs assistance, protection and humanitarian advocacy.
• Experience in disaster risk management.
• Familiarity and practical experience with humanitarian MEAL frameworks.
