How will you fight for an AIDS-free generation?

The Senior Procurement Officer plays a crucial role in managing the procurement process, ensuring the timely acquisition of goods and services required for the organization's operations. She/He/They are responsible for supervising procurement officers, developing effective procurement strategies, and maintaining strong vendor relationships to secure cost-effective and high-quality supplies. The role involves collaborating with various departments within the Foundation to meet their procurement needs while adhering to the organization's procurement policies rules and regulations, budget, and ethical standards.

No two days are alike at EGPAF, but what can you expect as a Senior Procurement Officer;

Procurement Management:

• Develop and implement procurement plan aligned with organizational goals and objectives.
• Obtains competitive bids on high value procurements, quality discounts, and achieves cost savings in accordance with Federal procurement guidelines and exercise flexibility on procurement processes.
• Identify opportunities for cost savings, process improvements, and enhanced vendor management.
• Manage end-to-end procurement process, from requisition to delivery, ensuring timely and accurate procurement of goods and services.
• Collaborate with internal stakeholders to understand their procurement needs and priorities.
• Review and approve purchase orders and contracts, ensuring accuracy and compliance with policies.
• Monitor contract tracker to ensure timely delivery of goods and services.
• Coordinate Procurement Committee meetings and efficiently document recommendation by PC for review and approval
• Timely development of Basic Ordering contract/Task ordering Contracts
• Monitor procurement budgets and expenses to ensure spending is within approved limits.
• Analyze costs and spending patterns to identify opportunities for cost reduction and optimization in line with the Vendor Management:
• Establish and maintain relationships with suppliers, negotiating terms and conditions to secure favourable pricing and terms.
• Evaluate vendor performance regularly and address any issues to ensure high-quality service delivery.
• Monitor supplier contracts and agreements to ensure compliance with terms and conditions.

Team Management:

• Supervise and mentor the procurement team, providing guidance, training, and performance evaluations.
• Allocate tasks and responsibilities among team members to ensure efficient workflow.

Compliance and Ethics:

• Ensure procurement activities adhere to relevant Federal procurement guidelines, laws, regulations, and organizational policies.
• Promote ethical practices within the procurement process, including fair competition and transparency.

Reporting:

• Prepare regular procurement reports for management, highlighting key metrics, cost savings, and vendor performance.
• Provide insights and recommendations to inform strategic decision-making.

To be successful, you will have:

• Minimum Bachelor's degreein Business Administration/relevant graduate qualification
• Demonstrated 5 years’ experience on procurement activities in a supervisor role
• Minimum 5 years’ experience of working on drafting procurement related contracts and understanding of contract terms
• Significant knowledge of international donors
