The Need

For 25 years, IJM has pioneered the work to protect vulnerable people from violence. As we grow to expand our impact to protect 500 million people from violence by 2030, we are seeking a Consultant, Forced Labor Training Curriculum Design to develop a core training curriculum and to run workshops around distinctions between Forced Labor, Labor Trafficking, and labor violations.

This position is based in Bangkok, Thailand, and reports to the Project Director. This position is on a 120-day contract basis.

Project Background

An absence of clear implementing guidelines for Thailand’s forced labor law (Section 6/1 of the Anti-Trafficking in Persons Act) over the past few years has resulted in confusion in distinguishing between forced labor (FL), labor trafficking (LT) and Labor Protection Act cases among national, specialized TIP units and others responsible to identify such cases, including the Royal Thai Police (RTP), Department of Special Investigation (DSI), provincial social welfare officers, Ministry of Labor (MOL), Department of Labor Protection and Welfare (DLPW) officers, and Department of Fisheries (DOF) port-in, port out (PIPO) inspectors.

To help address these gaps, IJM Foundation has secured a grant from the U.S. Department of State’s Office to Monitor and Combat Trafficking in Persons (J/TIP) to support Thailand’s Office of the Prime Minister in implementing a justice system strengthening project related to these issues.

The project, Equipping Thai Officials to Identify and Investigate Forced Labor and Labor Trafficking: Improving Case Outcomes and Victim Engagement through Enhanced Capacity Building, aims to build the Thai government’s capacity to enforce its TIP laws in a trauma-informed, victim-sensitive manner, equipping frontline officials with guidelines and training needed to ultimately increase the number of FL/LT cases identified and improve case investigation outcomes.

Responsibilities

• Review FL/LT SOP version 2 and existing training materials in Thai and English language on trafficking in persons and forced labor currently available for Thai government officials provided by both government and non-government actors; review relevant national and international legislation and policies pertaining to trafficking in persons and forced labor.
• Review the National Referral Mechanism (NRM) and relevant documents in Thai and English language to be well-informed about each agency’s roles and responsibility in the screening, identification, investigation of trafficking in persons and forced labor and the protection and support of victims of trafficking and forced labor.
• Based on the FL/LT SOP version 2, develop a core training curriculum which consists of the course structure and modules (in Thai) for Thai government officials, which covers the distinctions between FL, LT, and Labor Protection Act violations, and how to screen, identify and refer cases based on the final FL/LT SOPs.
• The draft curriculum will be presented to the Coordinating and Monitoring of Anti-Trafficking in Persons Performance Committee (CMP Committee) which comprises senior Thai government stakeholders for their endorsement.
• Work closely with IJM’s Trauma-Informed Care (TIC) consultant to adapt IJM’s existing Thai language TIC training manual to the curriculum.
• Subject to the review and approval of IJM Foundation, assist the Project Director by providing input into the TOR for a Training Lead consultant, who will adapt the training materials provided by the Consultant and deliver the 3-day pilot training and 5-day Training of Trainers (ToT).
• Based on the core training curriculum, in collaboration with the Training Lead consultant and IJM staff, develop a facilitation guide and activities materials to be a resource for trainers to understand the goals of a training session and how they should go about teaching the material. The facilitator guide should allow the facilitator to inject their wisdom, ideas, and relevant experience, but in alignment with the curriculum.
• Develop post-training monitoring and evaluation tools to measure an increase in knowledge of trainees after the Training of Trainer and dissemination training, and to evaluate the effectiveness of the training.
• Lead two full-day workshops with identified stakeholders for validation of and feedback on the training curriculum. Ensure that the feedback and inputs from government stakeholders are addressed in the final core training curriculum.

Expected Outputs

• A core training curriculum which consists of the course structure and modules (in Thai) for Thai government officials, which covers the distinctions between FL, LT, and Labor Protection Act violations, and how to detect, screen, identify and refer cases based on the final FL/LT SOPs. The curriculum should include case studies to help practitioners differentiate between Labor Protection Act, human trafficking, and Section 6/1 forced labor cases.
• Post-training monitoring and evaluation tools to measure an increase in knowledge of trainees after the Training of Trainer and dissemination training, and to evaluate the effectiveness of the training.
• Two full-day workshops with selected officials of key government agencies, to review training curriculum, validate initial training materials and generate feedback.
• In collaboration with the Training Lead, complete a facilitation guide and develop activities materials for pilot training and the Training of Trainers.

Requirements:

• Demonstrated understanding and experience (minimum of 5 years) in:
• developing training curriculum and modules for adult learners in professional settings
• designing of training materials to be used by third-party trainers and that are suitable for deployment in a Training of Trainers course.
• knowledge and understanding of Thailand’s laws, policies and institutional structures in relation to trafficking in persons, forced labor, labor protection and labor protection is required;
• Knowledge and understanding of Thailand’s labor inspection would be an advantage.
• Demonstrated strong planning and coordination skills and an ability to work with or coordinate a diverse group of professionals.
• Proficient in both written and spoken Thai and English languages at the professional level.
