Youth Assessment Team Leader

The goal of the R4P youth assessment is to collect and analyze data to inform activity development to best engage Fulani youth. The team leader will coordinate staff and resources leading to the completion of a youth assessment report and accompanying PowerPoint presentation.

Background

Resilience for Peace (R4P) is a five-year USAID-funded initiative to strengthen community resilience, learning, and civic and economic empowerment opportunities to prevent and counter violent extremism in Côte d’Ivoire’s northern border areas.

R4P strengthens community resilience and learning and empower youth and women to address the economic and social challenges that weaken security and stability in their lives. Increased service provision, and civic engagement opportunities will reduce marginalization and increase trust between northern border areas. Other activities will increase positive narratives, generate knowledge and learning among local communities on the concepts behind countering violent extremism (CVE), while economic empowerment and positive youth development approaches will improve women and youth’s agency and employability.

R4P applies a systems approach by creating alternative pathways, an ecosystem of reliable information, and community-driven institutional improvements in natural resource management, service delivery, government responsiveness, and enabling economic conditions. Dialogue networks, collaboration, learning and adapting forums, and civic town halls connect government and citizens to foster trust, joint planning, and community resilience.

Fulani Youth Assessment Scope of Work:

The focus of this youth assessment is on social norms of Fulani youth. The assessment will comprise a combination of primary and secondary data collection structured around the following deliverables:

1. A comprehensive literature review of secondary data sources

a. The Youth Assessment Team Leader will review the literature review provided by the research coordinator.

2. Proposed methodology report, approved by EAI and USAID

a. The Team Leader will develop the methodology and address feedback

3. Final questionnaire guide, approved by EAI and USAID

a. The Team Leader will finalize the questionnaires and address feedback

4. Draft findings PPT and presentation to R4P team and USAID

a. The Team Leader will develop the PPT and presentation, and present in collaboration with the research coordinator

5. Draft final report

a. The Team Leader will draft the report and address feedback

6. Final findings PPT

7. Final Youth Assessment Report, approved by EAI and USAID

a. The Team Leader will finalize the report and address feedback

8. Final Youth Assessment Webinar

a. The Team Leader will participate in the webinar and present the assessment’s findings

9. TBD Participation in the project's annual learning summit in late November 2023

EAI will provide:

• Draft work plan
• A preliminary list of key stakeholders to interview
• Draft research questions
• Draft questionnaire
• Outline for the final youth assessment report

Fulani Youth Assessment Deliverables:

1. Literature review of secondary data (including gray literature) on the state of Fulani youth, and government youth policy, including of national and regional statistical databases. EAI will provide the following:

• R4P reports and relevant research
• USAID’s Youth Policy
• Georgetown’s Youth Social Norms research
• Relevant government policies

The consultant will also review studies, analyses, and assessments concerning youth and Fulani communities conducted by donors, UN agencies, NGOs, national governments, regional organizations, and the academic community.

2. In-Country Primary Data Collection: The youth assessment team will collect data in the north of CDI. R4P’s office in Korhogo and Abidjan will provide logistical support. From the analysis of the collected data, the youth assessment team will develop preliminary findings and recommendations for feedback leading to the final youth assessment and PowerPoint presentation.

Primary data collection will include key informant interviews and focus group with SME experts, local stakeholders, Fulani youth and other community members involved in current and proposed programs; site visits to selected R4P activities. Locations for site visits will be selected in coordination with the R4P team. Primary data collection locations will be chosen in consultation between the contractor and USAID based on the outcomes of the literature review.

3. Presentation of Preliminary Finding and Recommendations: The research team will present an in-country presentation of preliminary findings and recommendations to the R4P team. The presentation will also include a question and answer/discussion to validate key findings and recommendations to inform the final youth assessment report.

4. Final Youth Assessment Report and accompanying PowerPoint Presentation. The consultant will gather feedback from the EAI and R4P team and incorporate that feedback into the final report and PowerPoint. We anticipate that there may be two rounds of feedback and will incorporate the needed time to address feedback into the work plan.

For all deliverables, an R4P point of contact and EAI’s DC-based staff will provide logistical and technical guidance to the research team to ensure that the methodology and deliverables meet USAID and R4P standards. The team leader will supervise and be supported by a local researcher coordinator (who will conduct the literature review and three enumerators who will support data collection.

Research team proposed structure

The Youth assessment team leader will provide technical guidance for the assessment, prepare the methodology and questionnaires, and oversee data collection remotely. The team leader will also be responsible for analyzing information and writing the assessment, and addressing EAI and USAID's feedback. The team leader will present preliminary findings and the final report alongside the research coordinator. Based on availability the team leader and/or the research coordinator could participate in the project's annual learning summit the last week of November to present the results of the assessment.

The research coordinator will conduct the literature review and supervise the enumerators. The enumerators will conduct in-person interviews. Both will provide context analysis to the assessment.

Selection criteria

• Demonstrated expertise around youth empowerment and USAID youth policies
• Demonstrated experience conducting youth assessment for USAID projects
• At least 10 years of international development experience required
• Strong writing skills
• Knowledge of West Africa strongly preferred
• Fluency in English and professional proficiency in French required
• Demonstrated skill in using terminology and concepts related to international development issues
• Ability to synthesize technical information and data to create engaging and compelling text while maintaining technical accuracy
• Ability to juggle multiple demands, manage shifting priorities, and negotiate timelines
