Direction des Opérations Internationales (DOI) The French Red Cross belongs to the International Movement of the Red Cross and Red Crescent, which brings together 189 Red Cross and Red Crescent societies throughout the world and acts according to seven principles :

humanity, impartiality, neutrality, independence, universality, unity and volunteerism. Recognized for its expertise in international action, the French Red Cross leads more than a hundred health and disaster management projects (rescue, rebuild, prevent), for an annual volume of action of around 60 millions of euros. The international action of the French Red Cross is implemented by its teams within the department of international relations and operations, made up of 65 employees at headquarters, 200 expatriates and 1,000 national employees in some thirty countries, to which in addition to the volunteers of the emergency response teams.
The Institutional Partnerships Department (DPI) Within the DG, the objective of the DPI is to provide support to missions in understanding strategies and seeking funding opportunities from institutional donors. He places his expertise at the service of the various countries in which the CRf operates in order to promote access to and proper management of funding from international institutional donors.
Within the DPI, the
International Commitment and Partnerships Unit (PEPI) focuses on institutional partnerships with donors financing the
CRF's actions internationally, including the French Development Agency (AFD).
The AFD Contract Management Officer performs his duties under the AFD Institutional Partnerships Officer, in collaboration with the other members of the AFD team and the department as well as with the DOI.

Main missions :

• Participate in internal DPI reporting and update internal monitoring tools (consolidated monitoring of donor contracts - dates, cash flow, reporting, financial and contractual information, etc.)
• Support the AFD team for the filing of project proposals
• Assist the AFD partnership officer in monitoring current financing contracts and managing
• contractual obligations (reminder of reporting deadlines, assistance in preparing communications to the
• donor, technical support to operational teams at headquarters and in the field, proofreading and analysis
• donor contractual documents )
• Assist the AFD partnership officer to monitor, update and validate contractual documents at the different stages of the project cycle
• Participate in the updating of contractual management tools
• Participate in archiving and capitalization
• Participate in donor meetings and support the production of donor meeting minutes
• Participates in audit scheduling meetings with the Compliance and Audit Department (DCA)
Desired start date

• 12-month fixed-term contract with a desired start date on September 1, 2023;

• Position based at the Campus, located at 21, rue de la Vanne in Montrouge (92).

The Red Cross campus located in Montrouge hosts the central services of the French Red Cross. With a Master's degree in humanitarian cooperation action (Development, Political Science, International Law or International Relations), you have an international experience of at least 3 years in the field of humanitarian action, development cooperation within an association , a non-governmental organization, an international or regional organization, an institutional funder.
Expected skills:
• Required knowledge of the operation, financing methods and AFD project engineering contract management rules (project cycle, logical framework, etc.);
• Desired knowledge of the French Red Cross and the International Red Cross Movement;
• Perfect command of French and English required.
Required qualities:
• Rigor, relational ease, writing and synthesis capacity;
• Strong work capacity, ability to work in a team, ability to work under pressure;
• Autonomy and dynamism, good adaptability.
