Introduction

The International Renewable Energy Agency is an inter-governmental organisation headquartered in Abu Dhabi, mandated to promote the widespread and increased adoption and sustainable use of all forms of renewable energy in the pursuit of sustainable development, energy access, energy security and low-carbon economic growth and prosperity. IRENA’s mission is to play a leading role in the ongoing transformation of the global energy systems as a centre of excellence for knowledge and innovation, a global voice of renewable energy, a network hub for all stakeholders and a source of advice and support for countries. At present, IRENA has 168 Members (167 States and the European Union) that acceded to its Statute, and 16 additional States in the process of accession and actively engaged.

IRENA Innovation and Technology Centre (IITC) is responsible for the provision of the means for an accelerated renewable energy technology uptake, considering national conditions of resource endowment, social and economic frameworks. In accordance with the IRENA Statute, activities in this field include analysis of renewable energy technology policies; dissemination of information and increased awareness; technologies and equipment overview and assessment of success-failure factors; improved pertinent knowledge and technology transfer, and joint RD&D and provision of information about the development and deployment of national and international technical standards in relation to renewable energy.

Within the IITC, IRENA’s REmap (Renewable Energy Roadmap) programme determines the potential for countries, regions and the world to scale up renewable energy, energy efficiency and other low carbon technologies. The programme assesses technology potential assembled from the bottom-up, starting with country analyses done in collaboration with country experts, and then aggregating these results to arrive at a global picture.

IRENA’s REmap (Renewable Energy Roadmap) supports IRENA Members along three main pillars: 1) development of detail country and regional roadmaps, building energy transition scenarios to inform and assist tailored decarbonization strategies; 2) development of global and regional energy transition scenarios for the IRENA flagship report World Energy Transition Outlook; 3) development of thematic studies to contribute to the global energy transition forums.

In 2023, the REmap programme is advancing its regional collaborative activities through Regional Energy Transition Outlooks (RETOs) for five African regions: Central Africa, East Africa, North Africa, Southern Africa and West Africa. This comes in the continuity of IRENA’s mission in Africa and builds upon various IRENA studies which outlined pathways to increased renewables across the energy system of the African continent.

Duties and Responsibilities

Within this scope and under the overall guidance of the Head, Renewable Energy Transition Roadmaps, the Consultant will be responsible for the following duties:

• Research, analyse and summarize of energy-related information and literature at African countries' levels (e.g. NDC, LT-LEDS) gathered from diverse sources;
• Conduct sector, national and regional demand-side and supply-side analysis to support renewable energy roadmaps development in the REmap framework for Africa;
• Support in the preparation of written inputs, background papers, analysis for sections of reports and studies;
• Contribute to the preparation of documents and presentations for meetings and conferences;
• Assist in organising and convening of expert meetings;

Timeline and deliverables

The consultant’s work will commence upon signature of the contract. She/he is expected to deliver on the tasks assigned to them in line with the activities listed above.

Requirements

The consultant must meet the following requirements:

• Advanced university degree (Master’s degree or equivalent) in energy, engineering, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
• At least 2 to 4years of work experience in the energy field, including energy system analysis, some of which should be at the international level.
• Knowledge of energy technologies, energy planning, energy balances and statistics, assessment of potentials, costs and benefits of energy technologies, renewable energy policy and related macroeconomic issues.
• Expertise in hydrogen and bioenergy issues and their prospect in Africa;
• Experience in international cooperation and dealing with multilateral agencies and forums; energy modelling tools and methodologies , as well as energy systems demand-side sectors (e.g. buildings, transport, or industry is an advantage.
• Advanced Microsoft Excel skills.
• Excellent drafting skills both in technical and non-technical outputs.
• Knowledge of data modelling and visualisation tools, e.g. Power BI, is desirable.
• Excellent command of written and spoken English is required. French and Arabic are very welcome.

Location

The Consultant will work remotely.

Travel

Travel to be authorized and arranged by the Agency with appropriate DSA.

Payment

The payment for this consultancy is USD 195 per day for each day worked at a total contractual fee of USD 50,895.

The invoiced consultant contract will be paid monthly following receipt of a monthly attendance sheet that is to be completed, signed, dated and submitted to IRENA at the end of each active month to allow for the processing of the monthly payment. This is subject to confirmation of the consultant's actual attendance on those days.

IRENA undertakes no liability for taxes, duty or other contribution payable by the consultant on payments made under this contract. No statement of earnings will be issued by IRENA to the consultant.

Miscellaneous matters

• All background material and data used to produce the deliverables will have to be submitted to IRENA.
• Copyrights and Intellectual Property will reside with IRENA.
• Any official report should adhere to the IRENA’s publications style guide, which will be provided to the Consultant.
