Context and general conditions

Diakonie Katastrophenhilfe ( www.diakonie-katastrophenhilfe.de ) is the humanitarian aid agency of the Protestant churches in Germany, headquartered in Berlin. It has regional offices in Asia, Africa and Latin America, as well as national offices in its priority countries, which are responsible for coordinating aid programs. The operating model proposed by Diakonie Katastrophenhilfe is structured around the implementation of projects exclusively through a network of local partner organisations.

In DR Congo, Diakonie Katastrophenhilfe has been implementing humanitarian projects for more than 20 years with local partner organizations and has managed a national office in Goma since 2010. The main areas of intervention are in the provinces of Ituri, Nord - Kivu and South Kivu with projects mostly applying a multi-sector approach, including WASH and epidemic prevention, food security/nutrition, shelter/NFI and protection and SGBV activities, Response Support Led by the Community (RMC), localization support.

Job Description

As Coordinator (m/f/d) of DKH Programs in DR Congo you are responsible for the proper design and management of programs/projects as well as the support of partner organizations in the implementation of projects according to DKH regulations. and funders.

Analysis of the humanitarian situation, sharing, animation and participation in related debates.

Project management, monitoring and evaluation

Ensure the quality of monitoring and evaluation (M&E) of the projects of DKH partner organizations in DR Congo:

• Define monitoring tools, in accordance with internal M&E procedures, in particular project progress reports. These reports will take into consideration the previously defined monitoring tools (chronogram, logical framework, cash flow, etc.) for a clear view of the project's performance, especially with reference to Objectively Verifiable Indicators
• In close collaboration with local partners, supervise all phases of projects (PCM methodology), be responsible for verifying the development of projects in accordance with the monitoring tools set (chronogram, logical framework), finalize the progress report of technical activities and financial (in collaboration with the Head of Finance and Operations), ensuring that projects comply with the procedures and deadlines set by the various donors (DKH, AA, BMZ, ECHO, United Nations, Humanitarian Funds, etc. .)
• Ensure that DKH partners in DR Congo manage projects transparently and efficiently in the context of their cooperation with DKH. Strengthen the technical and project management capacities of partners
• Carry out the monitoring of activities, either technical or financial, in a participatory manner with partners and beneficiaries, through field missions
• Address operational recommendations to partners
• Prepare internal field mission reports and draw up mission reports, following DKH internal procedures
• Oversee the integration of cross-cutting themes such as gender, protection and Do No Harm , conflict sensitivity, consideration of COVID-19 in the programs.

Develop the DKH Programs department in DR Congo and in particular:

• Regularly capitalize on the experiences acquired, share them with the partners concerned, and use them to improve the performance of DKH in DR Congo
• Develop new partnerships in collaboration and with the approval of the Head of Mission
• Contribute to the identification of projects/actions to be developed
• Create a network with other national and international NGOs
• Maintain qualitative relationships with donors
• Initiate contact with new third-party funders
• Look for third-party funds.

Ensure transparent and efficient management of all activities and partnerships developed by DKH in DR Congo and in particular:

• Develop the technical and project management capacities of partners
• Ensure that DKH employees in DR Congo are efficient, motivated, supported and advised if necessary
• Ensure that the financial resources made available to DKH in DR Congo are used optimally, in accordance with the objectives set and in a completely transparent manner.
• Check the relevance of the accounting documentation, related to project expenses, in accordance with the estimated budgets. Responsibility for financial resources is shared with the Head of Finance and Operations.

Support and advise partner organizations according to their needs so that they can achieve the objectives set by their projects on the one hand, and become more autonomous on the other. This means in particular:

• Through (regular) field visits, identify the needs of partner organizations in terms of training (or other forms of support)
• Set up training and other necessary capacity building and support approaches by following a logic and pedagogy adapted to the different partners ( mentoring and coaching )
• Promote direct relations between all partners (existing and potential) in order to create synergies and strengthen their skills
• Develop and/or adapt standards in order to professionalize the work of DKH in DR Congo
• Evaluation of partners and pilot projects
• Support partners in developing new partnerships and diversifying their sources of funding.

Management of the DKH DRC coordination office

• Contribute to the definition of the Country Strategy, in accordance with the DKH 2021+ Strategy with the approval of the Head of Mission
• Contribute to the verification of the correct application of the standard procedures defined by the headquarters at the level of the DR Congo coordination office in collaboration with the Head of Mission
• Contribute to office expense planning
• Participate in humanitarian coordination meetings, considered strategic in agreement with the Head of Mission
• Contribute to the production of internal reports for headquarters.

Human Resource Management

• Participate in the recruitment of program team members
• Agree on objectives and evaluate performance
• Capacity building for program teams
• Team support and supervision

The addition of additional tasks is possible depending on the assignment and agreement of the DKH headquarters in Berlin.

Qualifications and experience required

• Hold a university degree or master's degree in project management, economics, agricultural economics or any other equivalent field
• At least 5 years of professional experience in program/project design and management in an international organization and in the humanitarian sector
• Experience and expertise in food security (including cash & voucher assistance) or in SGBV protection,
• Knowledge and experience of nutrition, shelter/NFI, WASH and epidemic prevention, protection, resilience is an asset
• Work experience in French-speaking countries and in conflict zones
• Work experience in DR Congo is a strong asset
• Proven experience in close collaboration with local / national NGOs and the implementation of humanitarian projects by local / national NGOs
• Knowledge and understanding of the concept of localization and the international discussion on this topic
• Knowledge and understanding of the Nexus concept and the international discussion on this topic
• Proven experience in planning, coordination and monitoring/evaluation of programs/projects
• Experiences with international third-party funders (ECHO, United Nations),
• Experience with German donors (AA, BMZ) would be an asset
• Perfect command of written and spoken French and perfect command of English; knowledge of German would be an asset
• Excellent command of Word, Excel, PowerPoint, Kobo. Proven experience with the RedRose tool suite would be an asset.
• Driving license B
