MAIN FUNCTIONS AND RESPONSIBILITIES

Accounting and Reporting;

• Supervise the accounting team to ensure the proper update and maintenance of the accounts.
• Ensure that the accounting system provides an accurate financial information for both internal and external users and that it is compliant with internationally accepted accounting principles, legal and statutory requirements.
• Review all accounting related transactions (supplier invoices, payment vouchers, receipt vouchers, debit and credit notes, correcting journal entries, etc.…) prior to entry into the accounting system
• Ensure that all Balance Sheet / Vendor / Customer accounts are reconciled each month
• Liaise with grant manager to ensure proper booking on appropriate budget and budget lines
• Review and provide guidance and coaching to accounting staff ensuring accuracy, correctness and completeness of transactions recorded
• Prepare Monthly Report and Monthly Cash call and ensure respect of timeline (D+5 for Monthly Report and D+20 for year-end)
• Ensure the closing (monthly and yearly) of the accounts

Treasury and Cash Management;

• Prepare the monthly and yearly cash flow projections and monitor the continued availability of funds to cover the daily requirements of the park.
• Ensure that disbursement account, intercompany account, petty cash and bank balances are reconciled on weekly/monthly baisis. Reconciliations are reviewed and signed by the Park Management.

Fixed Asset Management

• Maintain the Fixed Asset Register up to date and clean
• Ensure the identification of fixed assets through the conduct of an annual inventory to determine their location and condition of proper disposition.
• Determine accuracy of depreciation in accordance with APN’s policy and ensure that the assets are adequately protected

HR & Payroll

• Ensure that the systems and procedures are in place to enable accurate preparation and disbursement of the payroll in compliance with statutory requirements
• Control and sign off the monthly payroll by reviewing and checking the accuracy of amounts to be paid to the staff
• Process the payroll in the accounting system
• Maintain up to date staff account management by controlling deduction from staff salary
• After the approval of the HR manager, control all HR document requiring a payment (Mission Order, Salary Advance, Leave form, etc…) according to internal policies

Audit

• With the Finance Manager, co-ordinate audits (IFRS, OHADA or Internal Operational) and ensure efficient and timely managed audit
• Preparation of draft financial statements and necessary notes to the accounts.
• Provide draft responses to the audit management letter
• Secure the closure and resolution of audit findings with the rest of the team (Finance & Ops)

General

• Provide leadership and guidance in all matters pertaining to finance (including taxation and other financial issues) and give advice and support to all those needing it
• Provide training to staff on APN financial SOPs.
• Ensure completeness of financial information before archiving.
• Assist the Park management and other park staff by providing guidance on compliance with APN, IFRS and OHADA.
• Work with grants management team to produce donor report and ensure donor compliance

Carry out any other relevant tasks that may be assigned from time to time.

• Can do the interim of either the Grants Finance Manager or the Finance Manager if needed
• Contribute to implementing new systems (inventory, payroll, accounting, etc…) and improvement of SOP/Practices.
• Any other task asked by management

Success look like;

• The accounting department is working well by evidence of timely and accurate recording of accounting transactions (supplier invoices/payment, or any other accounting transaction and reconciled accounts.
• Monthly Financial Reports are produced on time, with the highest level of quality
• Suppliers are paid on time (ideally 30 days) with no outstanding transactions
• Bank and Petty cash are always supplied with enough level of cash for the park to operate
• APN SOPs are implemented and respected
• IFRS Audits are done on time, and do not report ineligible expenses, nor major findings. Any findings from the past is properly controlled
• All treasury and accounting related matter are managed on daily basis by the Accounting Manager, but always in coordination with the Finance Manager

EDUCATION AND PROFESSIONAL EXPERIENCE

• A Master’s Degree in Finance and Accounting or equivalent;
• At least five years’ experience in similar role.
• Ideally has experience with large non-for-profit organization and institutional donor management (EU / USAID) but this is not a must
• Has managed a finance/accounting team of at least 5 people previously
• Has been in charge of an accounting budget of at least $3 million annually
• Bilingual: English and French
• Good verbal communication skills
• A high level of computer literacy is essential
• Strong accounting background
• Willing and able to relocate and able to live in remote areas
• Ability to work under pressure at times, while maintaining high quality results is an essential requirement.
• Be honest, highly organized, responsible, self-motivated and able to take initiative under minimum supervision.
• Demonstrate ability to work as part of a team in diverse professional backgrounds.
