1. Background

The MoHD is implementing Damal Caafimaad Project financed by the world bank. The project development object is to expand and contribute to delivering the Essential Package of Health Services (EPHS 2023). The Project will focus on expanding an essential package of high-impact health and nutrition services across the population in the project target region(s) within available resources and service delivery capacity. Also, the project aims to develop the capacity of the district, regional and National offices of the MoHD to act as stewards of the health sector.

The Damal Caafimaad Project, funded by the World Bank, has three key components:

1. Expanding the coverage of a prioritised EPHS in selected geographic areas.
2. Strengthening the Government’s stewardship to enhance service delivery.
3. Project Management, M&E, Knowledge Management, and Learning.

Therefore, the Ministry of Health Development (MoHD) of the Government of Somaliland (GoSL) invites suitably qualified individuals to apply for the position of PIU Financial Management Specialist (PIU-PFMS) with the Improving Healthcare Services in Somaliland (“Damal Caafimaad”) Project funded by the World Bank and the GoSL. The PIU-PFMS position will be a full-time contracted staff position. The PIU-PFMS will strengthen PFM's capacity, including efficient resource use and accountability, develop systems where financiers can channel resources, and mitigate fiduciary risks.

2. Roles and Responsibilities

The Project Financial Management Specialist will have the following key responsibilities among others: Develop annual budgets aligned with the annual work plan; Review all aspects of the Project work plan and budget based on the results of operations and changing economic conditions and recommend corrective measures to the management; Prepare budget versus actual (BVA) reports for each World Bank Implementation Support Mission; Maintain all accounting records in line with approved accounting standards and in line with the Bank’s and Government’s regulations; Render periodic reports, (i.e. monthly/quarterly/annually) in the formats approved by the Bank and Government of Somaliland and in line with the project documents and financing agreement; Ensure that disbursements are made in accordance with approved budgets and activity plans together with the PIU; Ensure that all payments are done in accordance with good accounting practices and in line with the project objectives and financing agreement; Where applicable ensure that the required the Bank No Objection letter relating to an expenditure is available before effecting payment. In undertaking the assignment, the PIU-PFMS will work closely and collaborate with the Technical Team of the World Bank, the PIU, and relevant line Ministries and Agencies.

3. Selection Criteria: The selection shall be based on qualifications, experience and skills of the candidate and followed by an interview. The required qualifications and experience include:

The PIU-PFMS will possess the following qualifications:

• Minimum bachelor’s degree in accounting, business administration, or related subjects. A master’s degree in finance is preferred. ACCA or a similar professional certificate is preferred.
• Six (6) years of professional work experience, at least three (3) years in a public financial management setting.
• Familiarity with government accounting systems and basic healthcare provision.
• Experience in both health systems and health financing and public financial management would be particularly desirable.
• An understanding of health system challenges in Somaliland is preferable
• Proven cultural, social, and political sensitivity to working in Somaliland or other low and middle-income countries at different levels of government.
• Proven analytical skills, writing ability, and written and oral communications skills in English and Somali.
• Strong interpersonal, group facilitation and oral presentation skills.
• Demonstrated experience working in teams, as well as working independently with minimum supervision.
• Excellent written and oral communication skills in English, to deliver technical financial documents, and reports
• Excellent computer skills in Microsoft Office tools (Word, Excel, and PowerPoint) and Internet use, including database use is required.

4. TIMING Duration of Assignment:

The PIU-PFMS will be engaged on full-time and is expected to be engaged for an initial period of 12 months, with a probation period of 6 months. The contract may be renewable annually subject to satisfactory performance. Terms of Reference and a detailed work plan with agreed targets will be used to evaluate performance. Interested consultants must provide the following: (i) Curriculum Vitae (CV) with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services.

5. REPORTING

This position has a dual reporting lines: Administratively the position holder will report to the PIU Senior Health Programme Coordinator and Technically to the Accountant General.

6. Submission requirements

The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017 August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
