Background

The MoHD is implementing Damal Caafimaad Project financed by the world bank. The project development object is to expand and contribute to delivering the Essential Package of Health Services (EPHS 2023). The Project will focus on expanding an essential package of high-impact health and nutrition services across the population in the project target region(s) within available resources and service delivery capacity. Also, the project aims to develop the capacity of the district, regional and National offices of the MoHD to act as stewards of the health sector.

The Damal Caafimaad Project, funded by the World Bank, has three key components:

• Expanding the coverage of a prioritised EPHS in selected geographic areas.
• Strengthening the Government’s stewardship to enhance service delivery.
• Project Management, M&E, Knowledge Management, and Learning.

Therefore, the Ministry of Health Development (MoHD) of the Government of Somaliland (GoSL) invites suitably qualified individuals to apply for the position of PIU Social Specialist (PIU-SS) with the Improving Healthcare Services in Somaliland (“Damal Caafimaad”) Project funded by the World Bank and the GoSL. The PIU-SS position will be a full-time contracted staff position. The Social Specialist will oversee the implementation of the Social Management Framework, Stakeholder Engagement Plan, and Labour Management Procedures, and the GM for the project, as well as review and monitor the implementing partner ESMPs.

Roles and Responsibilities

The Social Specialist will oversee the implementation of the Social Management Framework, Stakeholder Engagement Plan, and Labour Management Procedures, and the GM for the project, as well as review and monitor the implementing partner ESMPs. PIU-SS will ensure inclusive and genuine stakeholder engagement and a project-wide accessible to all communities, workers and stakeholders and ensure synergy with the component on citizen engagement and feedback. The PIU-SS will manage social risk, identify synergies, and promote coordination across government partners and other agencies. The PIU-SS will Lead and supervise the implementation of the Environmental and Social Management Framework (ESMF), Labour Management Plan (LMP), Stakeholder Engagement Plan (SEP), Environmental and Social Commitment Plan (ESCP). Selection Criteria: The selection shall be based on qualifications, experience and skills of the candidate and followed by an interview. The required qualifications and experience include:

The PIU-SS will possess the following qualifications:

• A degree in sociology, social science, public health, anthropology or community development, or gender.
• A minimum of seven (5) years of community development or public health experience in Somaliland, in target regions of GoSL, preferably in health project implementation, including at least some experience in promoting gender and disadvantaged and vulnerable groups inclusion, conflict mitigation, labour management, participatory approaches and feedback mechanisms.
• Excellent understanding and commitment to social inclusion, conflict mitigation, Labour management, gender and GBV, stakeholder engagement and participatory development.
• Familiarity with the World Bank’s environmental and social framework and commitment and passion for developing their and other skills in social risk management.
• Experience in training and capacity building of others in the above fields.
• Hardworking, proactive and solutions oriented.
• Excellent computer skills in Microsoft Office tools (Word, Excel, and PowerPoint) and Internet use.
• Excellent English and Somali written and verbal skills.

TIMING Duration of Assignment:

The PIU-SS will be engaged on full-time and is expected to be engaged for an initial period of 12 months, with a probation period of 6 months. The contract may be renewable annually subject to satisfactory performance. Terms of Reference and a detailed work plan with agreed targets will be used to evaluate performance. Interested consultants must provide the following: (i) Curriculum Vitae (CV) with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services.

REPORTING

The PIU-SS will report to the Senior Programme Coordinator of the PIU in the MoHD, collaborate closely with the PIU Team and Social/ GBV specialists, and liaise with the World Bank Social Specialist.

The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017 August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
