CARE USA is seeking an innovative and talented individual to support our Health, Equity and Rights (HER) team. Supporting Sexual and Reproductive Health and Rights in Emergencies (SRHRiE) is fundamental to CARE’s mission of empowering women and girls, promoting social justice, and reducing poverty around the world. The Health Equity and Rights (HER) team works toward the vision that all women, men and young people have equitable access to the information and services they need to realize their right to the highest possible attainable standard of sexual and reproductive health – free of discrimination, stigma, coercion and violence.

The HER team aims to support access to quality SRHR services in humanitarian settings, working across the Humanitarian-Development nexus. The Sr. Technical Advisor on SRHRiE (STA-SRHRiE) will work with the humanitarian team under the leadership and guidance on HER senior director to support integration of high quality SRHR programming into CARE's global emergency programming.

Specific responsibilities include providing technical assistance including but not limited to setting up and providing ongoing technical advice and support on monitoring, evaluation, accountability and learning of SRHRiE programming in humanitarian settings (in acute and fragile contexts utilizing a nexus approach), technical support to CARE country offices to integrate SRHR programming before, during, and immediately after an emergency through Emergency Planning & Preparedness/After Action Reviews, resource mobilization and remote and/or in-country follow up support for immediate response and/or ongoing programming support, as needed.

The person in this role will also support knowledge management efforts across the CARE confederation and support the integration of SRHR strategies into CARE International, regional and country office strategy documents, tools, guidelines, and policies. They will also support externally facing activities that enhance CARE's leadership and visibility in the SRHRiE spaces. The STA - SRHRiE will be deployable to support in-country Technical Advisors for up to 40% of their time.

Responsibilities:

• Provide MEAL and other technical assistance on SRHRiE
• SRHRiE Internal positioning, external representation and resource mobilization
• Social Accountability for SRHRiE
• Knowledge creation, management and sharing
• Perform other duties as assigned
Qualifications:

• Advanced degree in medicine, nursing, public health or related field
• 7+ years of experience supporting sexual and reproductive health programming or related health programming
• 2+ years of experience supporting emergency preparedness and response (in chronic emergency, conflict or transitional settings), including deployment to acute emergencies
• Experience implementing community engagement approaches and experience working and providing support in country offices
• Experience in programme design, management, implementation, monitoring and evaluation, including SPHERE standards
• Experience in scale-up of emergency response, gender and inclusion programming and humanitarian accountability
• Excellent collaboration and team building skills
• Excellent training, coaching and mentoring skills
• High level written and communication skills
• High level representation in internal and external discussions
