Title: Hiring of an Individual Consultant to provide technical assistance for the development of systems, guidelines and plan for Asset and Conflict of Interest Declaration for Senior Public Officials.

1. The Government of Zimbabwe has received a grant from The African Development Fund to finance the Support for Arrears Clearance and Governance Enhancement Project (SACAGE).

The Support for Arrears Clearance and Governance Enhancement Project is designed to assist in the implementation of public finance management and governance reforms, key to macroeconomic stabilisation and fiscal stabilisation. The focus is on arrears clearance and debt resolution which are critical to unlocking financial support from development partners. Linked to arrears clearance, are reforms to address leakages and abuses of public resources which constrain economic recovery efforts and perpetuate poverty.

2. The Government of Zimbabwe intends to apply part of the funding towards the hiring of an Hiring of an Individual Consultant to provide technical assistance for the development of systems, guidelines and plan for Asset and Conflict of Interest Declaration for Senior Public Officials. The objective of this assignment is to assist the Government of Zimbabwe in implementing an asset declarations and conflict of interest system (AD/CoI). The assignment is estimated to have a duration of 90 days.

The Government of Zimbabwe now invites qualified Individual Consultant (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services, including updated Curriculum Vitae (CV) and a short expression of interest summarizing their understanding and approach of the assignment. In addition, Zimbabwean consultants should also provide a valid and current tax clearance certificate.

The Consultant shall have the following expertise and qualifications:

• Education: Master’s Degree in law, development studies, social sciences, international relations or other fields related to the scope of the assignment;
• Work Experience: At least ten (10) years of relevant work experience on Legislative drafting and Governance or Asset declarations and conflicts of interest / anti-corruption;
• Specific legislative/ policy experience on asset declarations and conflicts of interest is required (academic work; technical assistance, advisory services, analytical work, knowledge products), notably in advising governments and supporting the development and implementation of asset declarations and conflicts of interest systems;
• A summary of experience in at least 2 similar assignments, together with the names and contact details of persons connected with these assignments who will provide references.
• Languages: Proficient in English language, spoken and written.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank as specified in the Bank’s Procurement Framework, dated October 2015 and is open to all eligible bidders as defined in the Procurement Framework, which is available on the Bank’s website at http://www.afdb.org.
