Background

iMMAP Inc implements project funded by the US Department of State Office for Weapon Removal and Abatement (WRA) with the purpose of supporting the Mine Action Office in Northeast Syria (NESMAO). The project aims to provide land release technical support in terms of ensuring standardized, safe, and cost-efficient operations for NESMAO as well as strengthening information management to effectively monitor the progress and achievement of the land release by HMA actors.

Scope of work

Under the line management of the Field Coordinator and the functional management of the Middle East Desk officer, the Logistics Manager will implement and supervise all logistics operations (procurement, premises management, fleet management, security management support) for iMMAP Inc in NES.

She/he will ensure smooth functioning of all day-to-day operations to achieve program goals while ensuring that all the necessary systems, policies, and procedures are rolled out, understood, and implemented by the relevant staff.

Description of Duties

Supply Management

• Develop and monitor a procurement market strategy at local level fitting with iMMAP Inc needs.
• Ensure compliance of iMMAP Inc and donors procurement procedures
• Establish and update procurement plan for project(s) in close cooperation with program team.
• Supervise the procurement process in close collaboration with program, Finance department and Field Coordinator.
• Financial follow up related to logistics budget is updated and tracked.
• Supervise the preparation and development of the procurement files.
• Ensure development of Service Provider Performance Evaluation.
• Ensure goods/assets procured are properly stored and followed up through frequent inventory.
• Ensure procurement files, for ongoing and finalized procurement, are complete and archived according to iMMAP Inc procedures.

Equipment, IT and Asset Management:

• Update frequently the iMMAP Inc asset list management
• Ensure frequent inventory of the assets/Equipment to update their status.
• Organize installation, safeguarding and follow up of the assets/Equipment.
• Follow up on communication means and ensure that they are regularly checked and operational (internet, phones, devices…)
• Ensure the maintenance and correct use of IT equipment.
• Implement backup and data-protection following iMMAP Inc procedures.

Premises Management:

• Ensure iMMAP Inc Premise are fitting with overall working requirement (space, security/safety, stationaries, furniture …)
• Manage renewal of the iMMAP Inc Lease agreement and frequent contact with the landlords
• When required, analyse the local premise market and contribute to the premise need assessment with security officer and Field Coordinator.
• Propose upgrades/Equipment to improve the overall working condition and security/safety measures in collaboration with the Field Coordinator

Vehicle Fleet Management:

• Supervise the planning and execution of the vehicle fleet in coordination with the security officer.
• Ensure all vehicles have administrative documents, registration and driving license up to date.
• Ensure service providers/drivers are following up the movement procedures as per iMMAP inc SOPs.
• Ensure tracking of movement (logbook, tracking app) are in place and are used correctly in coordination with security officer.
• Ensure fuel consumption and vehicle mileage are monitored, consolidated, analyzed and recorded.
• Frequently manage drivers are receiving general training/information and have Performance evaluation made.

Human resources management:

• Analyse and quantify logistics personnel needs.
• Recruit, train and supervise the logistics team.
• Conduct performance reviews for members of the logistics team.
• Follow up on leave management of the logistics team

Security management:

• Implement security/safety measures as determined by security officer and Field Coordinator
• Participate to the security/safety meetings in coordination with Security Officer, Field coordination and Global Security Advisor.
• Follow up and comply with iMMAP Inc Security and Safety procedures

Requirements

Education

• University degree in business administration, finance, logistics or relevant field.

Experience

• With at least 3 years or work experience in Operations field and management position.
• Practical experience with international NGOs, or UN is recommended
• Experience in financial follow up and the ability to prepare timely, complete, and accurate reports is an asset.

Soft skills

• Flexible and adaptable to any situation.
• Ability to work independently while under pressure and during long hours.
• Excellent work habits with a willingness to work in a multi-cultural environment.
• Excellent organizational skills, including proven ability in administration, financial and logistics.
• Excellent communication skills, including drafting documents.
• Fluent speaking/writing English and Arabic/Kurdish is mandatory

Programmes

• Excellent computer skills in the Windows and Microsoft 365.
