I. Organisation

Created in 2006, CartONG is an H2H (Humanitarians to Humanitarians, ie an NGO working in support of other NGOs) law 1901 association specializing in cartography for humanitarian and development organizations. Our core business is geographic information but we have extended it over the years to other tools (mobile data collection, information management, satellite imagery, drones, etc.).

Our activities consist of supporting NGOs and international humanitarian organizations by providing them with tools, services and training to enable them to better plan, implement and evaluate their programs; in other words: to improve the impact of humanitarian aid on vulnerable populations. We take a particular interest in training national teams in the field and working with local communities, in order to implement sustainable projects that truly meet the needs and priorities of the individuals and communities we support.

We work with local, national and international organizations, in particular with NGOs specializing in emergency and development as well as UN agencies (MSF, UNHCR, AFD, Terre des hommes: complete list available here ) . CartONG is growing and today brings together an international team of around thirty employees as well as around fifty active volunteers.

Our head office is located in Chambéry – close to Lyon and Geneva, and their international airports. Chambéry is a student and family town, pleasant to live in, located in the heart of the French Alps and surrounded by the Bauges and Chartreuse mountains.

II. Position

• Type of contract : Permanent contract
• Contract start date : as soon as possible
• Location : either at the headquarters of the association in Chambéry with up to 3 days of teleworking possible per week, or 100% teleworking in France
• Salary : based on the salary grid and experience ( https://cartong.org/fr/politique-salariale-de-cartong ), contract of 39 hours/week (35 hours + 4 hours of overtime paid/ week)
• Other benefits : additional health insurance (61% covered by CartONG), provident fund (100% covered by CartONG) and public transport subscription 50% covered by the employer according to the legal provisions in force

Since 2009, CartONG has pioneered the use of new technologies for NGO program data management (such as Mobile Data Collection - MDC) to improve information management in humanitarian operations. We support several partners such as UNHCR, ACF, SI, FairTrade or Terre des hommes in the reflection and implementation of these tools in the field in different sectors (WASH, nutrition, means of subsistence, health etc.) and innovate regularly both in our processes and in the tools used. CartONG is also an organization that can be considered a resource center (as with the IM Resource Portal and its Learning Corner ).

We are currently looking for an Information Management Project Manager with a humanitarian or development background and experience in implementing data management tools to join our team.

Within the Mobile data collection/information management division, he/she will be responsible for piloting and implementing various small and medium-sized projects for CartONG partners (such as Terre des hommes, the French Development Agency, ACF, Solidarités International etc.). His main responsibilities include coordination, project management, solution implementation and communication with external partners. He/she thus plays an essential role in helping CartONG partners to analyze their needs, to define their technical strategy, to choose appropriate technical solutions, and by supporting them in the deployment of these (technical implementation, training …).

The project manager will supervise the management of his projects and may participate in the projects of other project managers. His immediate superior ( line manager ) is responsible for projects in senior information management.

III. Responsibilities

In this context, your responsibilities will be as follows:

1. Project management

• Ensure the partnership relationship with the partnerships under its responsibility, carry out the narrative reporting that may be necessary and supervise the financial reporting of the project, the related learning
• Get involved in the search for funding for the cluster's projects (response to calls for projects or calls for tenders): content proposal and financial proposal
• Design the strategies and methods of support in the management of the information of its projects, in connection with the management committee of the association and the partners of CartONG
• Supervise the teams involved in its projects and ensure the general coordination of these (meetings, circulation of information internally to the teams and the management committee, etc.)
• Prepare, prioritize and monitor project activities
• Review staff activities on projects on a monthly basis, monitor and validate purchases, oversee financial monitoring and other required administrative tasks
• Communicate on the projects implemented (blog post, news on the website and other media) and participate in external representation (events and conferences)

2. Implementation of information management projects (technically and methodologically)

The projects of the IM project manager will not be limited to this, but he will have a more marked role on the scale of the division on projects with a strong Monitoring & Evaluation component.

• Carry out diagnostics of information management needs
• Provide support for CartONG partners face-to-face and/or remotely
• Design and deliver training
• Design information management systems and strategies (choice of technical solutions, documentation of procedures, etc.)
• Configure collection and analysis tools and ensure documentation for their use
• Ensure a technological watch and carry out research work (benchmarking, etc.)

3. Other CartONG projects and activities

• Participate in activities supporting CartONG's associative mission when possible and relevant: exchange with the board of directors and other members. Especially during events such as get-togethers, green days, internal training.
• Support volunteer projects and projects concerning the structure in general. Contribute to events and workshops organized by CartONG such as the GeOnG

The person may be deployed for short-term field missions (1 to 3 weeks maximum) as well as for training in Europe (0 to 20% of the time).

The position requires availability and flexibility, two characteristics inherent in the context of emergency humanitarian organizations.

IV. Required profile

Qualification: Master's degree in any relevant field.

Professional experience: Minimum of 3 years of professional experience, of which 2 in the humanitarian or development sector. At least one field experience in a developing country is mandatory.

1. Professional / technical skills

Required

• Good project management skills: defining and tracking results, prioritizing tasks, ability to manage multiple projects and tasks simultaneously, budget oversight
• Significant experience in data management processes (collection, cleaning, analysis...) with data management tools.
• Advanced Excel user
• Mastery of the project cycle and Monitoring & Evaluation processes
• At least minimal mastery of certain technical solutions for mobile data collection used in the sector (ODK, Kobo, ONA, SurveyCTO, CommCare, etc.)

A major asset

• Mastery of the technical environment of data management, BI-type data visualization and analysis (PowerBI, Qlik, Tableau, etc.), data visualization, etc., in particular aspects related to securing tools.
• Ability to design data models and build databases accordingly.
• Knowledge of concepts and methodologies related to transversal approaches to information management: open data, crowdsourcing, agile approach, data protection, etc.
• Ability to provide training on the above skills.
• Experience in analyzing the information management needs of NGOs (carrying out diagnostics at the level of an intervention area or organization)

2. Transversal skills

• Excellent written and oral communication in English
• An intermediate level in French is an important asset. Knowledge of any other language (Arabic, Swahili, Spanish, Portuguese, etc.) is also appreciated.
• Strong communication and human relations skills (you will be required to work with remote people, with people from different cultures and backgrounds, with people whose mother tongue is not always French or English , etc. and you will also have to represent CartONG during the implementation of the projects, in the field, at events, etc.)
• Good sense of pedagogy

• Analytical and problem solving skills
• Adaptability, ingenuity and ability to work under pressure and, when necessary, during missions, in risky environments and difficult living conditions.
