Wars and armed conflicts come to an end; however, the remnants of war continue to impact millions of people for decades to follow. The Department for Mine Action and Disarmament, (DMAD)'s vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by Explosive Ordnance. The Department for Development and Humanitarian Coordination (DHC) works in partnership with local organizations with the aim to strengthen their ability and to fight for a more equitable distribution of power and resources in their communities. Currently, NPA has more than 35 Programmes ongoing in Africa, Asia, Latin America, South East Europe and the Middle East.?

We are looking for a Programme Manager to develop NPA’s humanitarian programme in northern Mozambique, including mine action and disarmament activities and food security and livelihood. The PM will be directly line managed by the Regional Director South Africa and maintain strong technical communication lines with NPA's two international departments.

Location: Pemba, Cabo Delgado, with frequent travel to other parts of the country.

• Three international flights home?per contract year.

Please note that we offer?a one-year contract* with the possibility of renewal. The salary and allowances are subject to income tax according to NPA’s Tax Policy. The working conditions, including annual leave, follow the Norwegian Working Environment Act.

Requirements

• Minimum bachelors’ degree in social science/humanities, international development, or similar disciplines.
• Full proficiency in English required, and Portuguese or Spanish is an asset.
• At least five years’ experience as a programme or project manager in an international humanitarian context, specifically in the context of project start-up.
• Proven experience in designing, organizing, and implementing training, capacity development, and/or awareness raising activities.
• Strong understanding of the local context in Mozambique is desirable.
• Experience of conducting humanitarian work in contexts experiencing conflict and instability.
• Contextual understanding and knowledge of mine action, disarmament and conflict sensitivity policies.
• Professional experience working in mine action and/or disarmament programmes is an advantage.

What you will do

• Manage and develop NPA’s Humanitarian projects (i.e. CPP, AMD and FSL) in northern Mozambique, including direct responsibility for the design, development, implementation, and monitoring of all activities.
• Budget management, including budgeting, monitoring, and reporting in compliance with NPA’s Financial Handbook and donor requirements.
• Manage the NPA Mozambique office in Pemba, Cabo Delgado, including line-management of programme personnel and oversight of all administrative, logistical, and financial staff and processes.
• Be part of the country management team for the NPA Mozambique office, which is responsible for the overall development of the NPA programme, the development of NPA Mozambique’s country strategy and implementation of NPA policies and procedures.
• Coordinate closely with all relevant stakeholders, including NPA’s partner organizations, UN coordinating agencies, and local, provincial, and national authorities, in order to ensure the effective and timely delivery of project activities.
• Engage with donors, embassies, and other relevant actors to identify and mobilize resources in support of NPA programming.
• Develop proposals, budgets, and reports in line with NPA standards and donor requirements for approval by NPA Head Office and ensure timely submission.
