Ideal Candidate Profile

3. An excellent communicators and relationship builder, they must work effectively with policy makers, Justice in Motion’s Defender Network members, and grassroots advocates, providing nuanced but accessible information to a wide variety of audiences.

Responsibilities:

Engage with select offices in the U.S. Senate and House of Representatives to advance Justice in Motion’s policy priorities.

Activities will include but not be limited to:

• Track, draft and analyze federal legislative policy proposals intended to support migrants
• Manage a portfolio of key Congressional staff and strengthen relationships
• Engage in direct lobbying at the federal level, including the appropriations process
• Research congressional voting records and positions and track congressional interests and media; hearings/briefings, and conferences
• Maintain congressional calendar of events, including relevant policy meetings
• Plan and execute congressional hearings and briefings
• Draft written materials for diverse audiences including:

1. Congressional audiences: Write white papers, legislative summaries, letters of support, and testimony for congressional briefings and hearings.
2. Public audiences: Collaborate with the Communications and Development team to prepare written advocacy materials targeting grassroots supporters and the general public. Specifically, focus on crafting social media and language for the website.

• Collaborate with advocacy allies focused on U.S federal policy change
• Manage repository of policy materials related to Congressional activity via tools including Google Drive, Salesforce, and Fiscal Note
• Oversee the work of interns as appropriate, including weekly check-ins and up-front training; and manage the incorporation of experiences and perspectives from Defender Network members and the Legal Action team into relevant federal advocacy activities.

Qualifications:

• Bachelor’s degree in public policy, political science, or related fields. JD is preferred
• 3+ years’ experience in legislative advocacy efforts at the national level on issues related to immigration/migration, labor rights, and/or foreign affairs
• Previous experience working as a congressional staffer and strong relationships with current Congressional offices
• Practical and/or academic knowledge of immigration and labor issues
• Demonstrated ability and willingness to engage in positive collaboration with individuals and groups with opposing points of view and diverse political perspectives;
• Excellent verbal and written communication skills;
• General understanding of the federal immigration and labor enforcement systems, and general knowledge of asylum systems a plus
• Ability to work well under pressure and maintain composure during stressful situations
• General flexibility and ease of movement between multiple projects
• Current or recent experience working directly as Congressional staff

Highly Desired:

• Spanish language fluency is highly desired
• Experience working directly with migrants from Mexico or Central America
• Demonstrated experience working on appropriations
• Experience working with Congressional Quarterly (CQ), Fiscal Note, and Salesforce

About Justice in Motion: Justice in Motion protects migrant rights by ensuring justice across borders.

In the face of overwhelming legal and practical barriers, many migrants who have suffered exploitation or abuse at the hands of employers or government officials give up their rights after leaving the United States. Other migrants who flee abuse, violence, and persecution are unable to remain in safety due to lack of evidence to support their claims.

These migrants need “portable justice” - the right and ability to access justice across borders. Justice in Motion is dedicated to ensuring portable justice through legal, educational, and policy initiatives in the U.S., Canada, Mexico, and Central America. Essential to this transnational model is our Defender Network, a unique partnership of on-the-ground human rights organizations in Mexico and Central America. Justice in Motion makes sure that wherever migrants go, their rights will follow.

The Position: Justice in Motion is seeking a Policy Manager: Congressional Liaison who can further our
organizational goals by strategically working to advance federal policy efforts to protect migrants from abuse and exploitation. Our current work focuses on three core policy areas: preventing worker exploitation in nonimmigrant visa programs; reuniting families forcibly separated at the U.S. border, and ensuring migrant access to asylum and other lawful protections.

This role will work in close collaboration with the Director of Public Policy & Government Affairs to help build Justice in Motion’s brand on the Hill and drive our government relations priorities. This position will manage relationships with congressional staff and collaborate with the Hill to develop human-rights-based legislation. The person selected for this role will have the important role of being a public face for the organization and drive change through legislative and regulatory reform.

This position will report to the Director of Government Relations & Public Policy. The person in this position should live in the DC metro (aka DMV) area. Some travel is required.

For this role, Spanish language proficiency is preferred

Details: This is a full-time, exempt position, reporting to the Director of Public Policy & Government Affairs, and begins as soon as possible. This is a union position, and will be covered by Justice in Motion’s collective bargaining agreement.

Location and Travel: Justice in Motion is a U.S.-based, remote organization, however, we are seeking candidates who live in the DC metro (aka DMV) area. This position will require occasional travel within the U.S.; a potential opportunity for international travel.

Salary and Benefits: The annual salary range for this position is $75 - $80k, depending on experience.
