Request for Expression of Interest

HIRING PROCUREMENT ASSISTANT

1. The Government of Mozambique, through the Ministry of Transport and Communications (MTC), is implementing the Mozambique Digital Acceleration Project (PADIM), with funding from the World Bank, which aims to expand broadband availability to individuals and institutions governments, increase digital adoption and inclusion, and support the foundations for an accelerated digital transformation. The project is based on the following Components: (1) Digital Access and Inclusion, (2) Bases for Accelerated Digital Transformation, (3) Project Management and Institutional Coordination and (4) Response to Emergencies, and the MTC intends to apply part of the Project funds to hire a Procurement Assistant.

2. The main objective of the Procurement Assistant is to support the Procurement Specialist in preparing the Procurement Plan and ensure its timely execution to meet the goals and objectives of the MDAP project and other projects managed by the MTC.

3. In this regard, the Ministry of Transport and Communications invites Individual Consultants to send their Expressions of Interest for this position. The Procurement Assistant will have the following tasks, among others;

Support the Project Procurement Specialist in the management of all Procurement processes from the launch of tenders, evaluation, to the execution of contracts and reception of the goods/works/services performed;
Participate in the planning and coordination of all Procurement strategies and actions, including the design and implementation of applicable standard procedures;
Support the Procurement Specialist in the management/execution of procurement processes in light of the Procurement Regulation for Borrowers of Investment Project Financing Operations, November 2020 edition ;
Support in the collection of data from the “stakeholders” for the elaboration/update of the Project's acquisitions plan;
To prepare, under the supervision of the Procurement Specialist, small-scale procurement processes (tender for quotations) in accordance with the Regulations mentioned above.
Support the Procurement Specialist (EP) in preparing, updating and monitoring the procurement plan in STEP (Systematic Tracking of Exchanges in Procurement).

4. The consultant must have:

Degree in Accounting and Auditing, Economics, Law, Management, Finance, Engineering, Architecture or any other area that is relevant to the job
Have at least three (3) years of relevant and consolidated experience in procurement based on the Procurement Regulations for international organizations such as World Bank or other international partner (United Nations Organization, African Development Bank);
Have solid knowledge of the Procurement Regulations for Borrowers of Investment Project Financing Operations for Goods, Works, Technical Services, Consulting Services, 2020 edition.,
Have experience in preparing, updating and monitoring the procurement plan in STEP (Systematic Tracking of Exchanges in Procurement).


5. The consultant will be selected in accordance with the World Bank procedures defined in the Procurement Regulations for Borrowers of Investment Project Financing Operations, November 2020 edition , the hiring method will be Consultant Individual (IC).

6. The criteria for evaluating Expressions of Interest are: (i) Degree in Accounting and Auditing, Economics, Law, Management, Finance, Engineering, Architecture or any other area that appears to be relevant to the position, (ii) At least three (3) years of relevant and consolidated experience in procurement based on the Procurement Regulations for international organizations such as the World Bank or another international partner; (iii) Knowledge and mastery of the World Bank Procurement Regulation; (iv) Experience in preparing, updating and monitoring the procurement plan at STEP.

7. The duration of the initial contract is twelve (12) months. The extension will be for successive periods of the same duration and subject to the good performance of the contracted candidate and the availability of resources.
