As a Monitoring, Evaluation and Learning Manager you will manage the collection, analysis, reporting and use of high-quality data and insights in support of Olympism365’s Monitoring, Evaluation, Research and Learning (MERL) framework.

Main responsibilities

Monitoring, Evaluation and Learning

• Develop, update and ensure implementation of the Olympism365 Monitoring, Evaluation, Research and Learning (MERL) framework, ensuring it is fit for purpose, and aligned with existing sport for development frameworks at the global level.
• Manage the impact measurement platform that will underpin Olympism365’s collective action approach, integrating data sources internally and externally from a range of global partners including UN, Multilateral Organisations and Development Financing Institutions, International Federations and Continental Olympic Associations, as well as local organisations delivering activities including civil society organisations and National Olympic Committees.
• Assess the need for, and develop new elements (systems, tools, processes) that support improved data collection, aggregation, analysis and reporting in support of the MERL framework.
• Track monitoring and evaluation requirements across Olympism365’s thematic portfolios and collaborate with relevant team members to ensure timely data collection, validation, and reporting processes.
• Prepare reports (tables, charts, narratives, visuals) at regular intervals and ad hoc in response to internal and external requests for information, reporting and decision making.
• Collaborate closely with the IOC communication, advocacy, and public affairs teams and functions, ensuring that relevant data and insights are available in support of storytelling, advocacy and other communications and digital engagement products.
• Contribute to internal and externally led evaluation processes, ensuring that relevant data is available.

Training and capacity building

• Coordinate appropriate training and capacity building of Olympism365 stakeholders, both internal and external, in monitoring and evaluation procedures, data collection tools, and data management practices in alignment with the MERL framework.

Data quality, governance and compliance

• Identify and flag any data quality issues, including inconsistencies, delays and other data risks that require implementation of corrective actions to improve quality and accountability.
• Monitor and ensure regulatory compliance, contractual and ethical obligations, including GDPR, related to how qualitative data (including images, interviews etc) and quantitative data is being used and shared by Olympism365 programmes and network of partners.
• Act as the Olympism365 data focal point, ensuring linkages and compliance with other IOC data functions, systems and processes as appropriate.

Our requirements

• Experience managing monitoring and evaluation processes for social impact.
• Expertise in data collection, evaluation, analysis and learning processes.
• Experience with monitoring, evaluation and portfolio management systems; knowledge of Salesforce/AmpImpact is highly desirable.
• Strong understanding of data governance principles and regulatory frameworks.
• An ability to communicate complex information in a simple and consumable way.
• Strong analytical, numerical and problem-solving skills.
• Experience in sport for development monitoring and evaluation is desirable.
• 7+ years of professional experience and a Masters’ level qualification or equivalent in monitoring and evaluation, data science, statistics, computer science or a closely related field.
• Experience with managing datasets, quantitative analysis (such as statistical software packages) and data visualisation tool use (such as Power BI or Tableau) is valuable.
• Excellent oral and written skills in English. French-speaking is desirable.
