Finance Officer

OPEN TO MOZAMBICAN NATIONALS or others authorized to work in the country

Location: Pemba, Cabo Delgado - Mozambique

Reporting to: Country Director and Finance Manager at Regional / Head Quarters Levels

Purpose of the Position

IsraAID Mozambique is searching for a Finance Officer to complete its team based in Pemba, Cabo Delgado - Mozambique.

The incumbent will be primarily responsible to provide effective and efficient financial support for reliable and accurate financial operations at Country Office. The Finance Officer will ensure the books of accounts, budgets, cash flows and financial pipelines are maintained as per the required standards and is responsible to prepare various reports for Finance at Country, Regional and Central Head Quarters levels, in accordance with IsraAID norms and national legislation, best practices and guidelines.

Major Responsibilities

• Support the Country Director and the Senior Management Team in the annual Budgeting elaboration;
• Ensure appropriate budget codes and chart of accounts developed as per the approved work plan and annual budget;
• Check all bills/supporting documents and vouchers to process payments according to the budget codes;
• Reconcile accounts and financial records, including invoices, purchase orders, bank statements, and financial reports;
• Reconcile all balance sheet items (receivables, payables, staff receivable & payable) in the accounting and financial management systems on the applicable periodic basis;
• Coordinating and being responsible for cash flows, pipelines, book keeping which includes preparation of fund tracker and submission to the Country Director for review, approval and upward submissions;
• Ensure full implementation of financial policies and other relevant policies regarding financial management and integrity of financial management compliances;
• Support HR and The Senior Management Team in salary payments, payroll registers, including the management of staff benefits, deposit and salary income tax computation;
• Verify that financial statements and the supporting documents submitted by project and operational implementing partners;
• Verify financial documents, staff field visit claims and their settlements;
• Prepare Bank/Cash reconciliation statements in applicable periodic basis;
• Ensure tax payments and other statutory obligations are administered in accordance with the national laws and regulations;
• Maintain project financial files and ensure proper records of proposals budgets, reports, audit statements and receipts;
• Produce financial statement for tax purposes and prepare reports for submission to authorities and internal stakeholders;
• Provide financial inputs for proposal development, project management, Human Resource Management policies, logistics, travel and other areas of administration;
• Perform other duties as assigned by the Country Director and by the Regional Office and Head Quarters;
• Advice to Country Director based on financial analysis for financial management decisions focusing on short-term and long-term planning, budget control to ensure budget utilization and prevention of losses. This includes budgeting and timely adjustments;
• Coordinate annual external and internal audit processes;
• Coordinate and consult with the line manager and other technical supervisors the Integrity of finance processes to resolve bottlenecks/challenges, applying tools and /or templates in managing fraud and other incidents;
• Monitor deadlines and ensure all necessary documentation and materials are included in Financial reporting;
• Identify and report on financial risks to the organization.

Education & qualification

• Bachelor’s degree or equivalent from a recognized university in Business Administration, Business Studies, Financial Management, Economics, Accounting or a related field (Master's degree will be preferred).
• Minimum of 3 years of work experience in finance and related work preferably in INGOs.
• Knowledge and experience with national tax law and regulations.
• Experience with accounting software packages.
• Advanced user of Excel and MS office package.
• Experience in independent financial planning, budgeting, reporting, project audits and capacity to evaluate these against the political and socio-economic context within which they are carried out.
• Fluency in English and Portuguese is required.
• Authorized to work in Mozambique by the date of application.
