JOB DESCRIPTION

NRC Niger is looking for a dynamic and highly motivated Grants Manager to contribute to the establishment of the country office, through solid grant management and innovative fundraising. Since 2019, the NRC has been working in Burkina Faso and Niger under a single country program, with staff dedicated to assisting people affected by conflict. However, in 2023, the country office will be split into two separate country offices, one for Burkina Faso and the other for Niger. The Grants Manager, Niger, plays a key role in ensuring quality grant management and diversifying the portfolio of this new country office.

The context in Niger

Niger is currently facing multiple crises and vulnerabilities (climatic, demographic, security and health) with dramatic consequences on the lives of populations whose humanitarian needs are increasing considerably and whose access to basic social services is seriously compromised. According to the country humanitarian needs assessment in 2021, an estimated 3.7 million people are in need of humanitarian assistance, of which 51% are women, 55% children and 4.2% children with disabilities. There are approximately 555,000 people who need education and 1.4 million who need protection.

It is in this context that NRC Niger has been implementing emergency projects since 2019. NRC had established an Area office in Niamey with projects in Tillaberi and Maradi under the responsibility of the NRC Burkina Faso country office. In 2023 NRC is in the process of establishing a country office in Niger.

The response to crises leads the organization to make its contribution to the scourges of displaced persons and refugees. Equipped with a strategy for a multisectoral response, NRC Niger continues its response in the two areas of Tillaberi and Maradi. To achieve this, the organization is supported by various backers and donors. She seeks to improve her portfolio and also to diversify it.

The role and responsibilities

The purpose of the Grants Manager position is to effectively manage grant funding including compliance requirements, reporting, timely and quality proposal development and review, and internal and external communication. He/she ensures that the NRC program and support teams are aware of and comply with donor rules and NRC procedures.

He/she also supports communication with donors by ensuring that effective internal and external communication channels relating to grants are established and adhered to. Last but not least, the Grants Manager supports the development of proposals and the identification of opportunities, as needed.

• Develop and maintain an overview of all grants, donor requirements, rules and regulations, and internal and external deadlines, including the filing of grant documents (including in the grants database)
• Coordinates the development of funding applications and donor reports, and contributes to the identification of opportunities and/or trend change
• Ensures compliance, quality and control of proposals and reports, including inclusion of cross-cutting program elements and M&E structures
• Contributes to the development and review of funding proposals, budgets and donor reports.
• Highlights to the teams, and to the HOP the problems of budget under-consumption/over-consumption, implementation delays, or risk of under-performance on indicators.
• Ensures in the opening, review and closing meetings of projects (GOM / GRM / GCM) the quality control of SSD (Securing Supporting Documentation ) , and ensures that all the documentation required in the event of an audit is available and easily found .
• Document, analyze and share lessons learned from the proposal development and reporting process, and compliance with donor rules and regulations
• Contributes to the continuous improvement of internal grant management systems
• Provides an in-house help desk on donor-related matters, including organizing and delivering training on donor rules and regulations, as well as proposal and report writing
• Coordinates the development and distribution of internal reports
• Contributes to PCM (Project Cycle Management) trainings and use of NRC PCM framework in country
• Represents NRC as delegated by the Director of Programs
• Provides support to external auditors of donors.
• Adherence to NRC policies, guidelines and procedures of NRC Global and Regional Strategies when performing duties related to this role

To be considered, you will have:

• 4 years of relevant experience in the field of expertise
• Relevant experience of project management in the humanitarian sector
• Experience working with humanitarian and development donors
• Good understanding of donor rules and regulations
• Skills and experience in reporting and proposal writing
• Strong communication, coordination and interpersonal skills
• Strong analytical skills (data and financial)
• Ability to mediate in high stress scenarios with competitive interest
• Experience in team capacity building;
• Excellent written and oral communication skills in English and French
• Above average computer skills

You must have a very good level and be comfortable in writing and speaking in English and French.
