BACKGROUND

The spillover of infectious agents from animals to humans in recent decades has had a significant impact on the health of humans, animals, and our environment. To minimize the impact of future pandemic threats, the Southeast Asia One Health University Network (SEAOHUN) was established in 2011 with support from the U.S. Agency for International Development to develop a resilient and competent One Health workforce to effectively prevent, detect and respond to infectious disease threats by leveraging education, research, and training excellence provided by member universities.

Since its establishment, SEAOHUN has expanded network membership from 10 universities in Indonesia, Malaysia, Thailand, and Vietnam to over 99 universities in eight countries, including the four founding countries plus Cambodia, Lao PDR, Myanmar, and the Philippines. The expansion was made possible with the support of Korea International Cooperation Agency (KOICA), U.S. Department of State (DOS) through its Lower Mekong Initiative (LMI), and USAID. Our university members come from multiple disciplines connected to the health of humans, animals, and their ecosystem.

Our regional programs promote and facilitate collaborative activities among the countries with an emphasis on improving One Health education and research. Examples of our educational initiatives include the development of One Health core and technical competencies, competency-based education, research capacity to provide an evidence-base for One Health advocacy, One Health student clubs, and other experimental learning activities.

The SEAOHUN Secretariat based in Chiang Mai, Thailand, is the coordinating body for all the country networks. The Secretariat manages subawards with the country networks, facilitates SEAOHUN Executive Board meetings and regional activities, strengthens One Health University Networks in Southeast Asia through capacity building activities, and partners with national, international and non-governmental organizations to build the next generation of One Health leaders. The Secretariat represents interests of its country networks at global and regional meetings/conferences/forums such as Global Health Security Agenda (GHSA), Southeast Asian Ministers of Education Organization (SEAMEO), and ASEAN+3 Field Epidemiology Training Network (FETN). SEAOHUN has partnered with Zoetis and Pfizer to address the growing threat of antimicrobial resistance (AMR), and with Chevron to strengthen One Health education in Southeast Asia.

DUTIES AND RESPONSIBILITIES

Under the overall supervision of the Executive Director, the Deputy Executive Director will assist the Executive Director to manage country networks, supervise Country Liaisons, manage subawards and contracts with country networks, and oversee communication and reporting of country programs. S/he will undertake the following tasks:

Manage the subawards and contracts with country networks (OHUNs), including reviewing and consolidating country work plans and budgets, monitoring work plans implementation and utilization of budgets, facilitating technical assistance and program revisions when requested, supporting the reporting process, and review of reallocation requests.
Assist country networks in the development of the work plan and budget.
Collaborate with the Operations Team to ensure efficient management of subaward agreements and contracts with country networks.
Collaborate with the Coordinators and relevant staff of the country networks to develop new regional programs/initiatives to advance the development of One Health workforce.
Supervise Country Liaisons to ensure successful implementation of Southeast Asian One Health Workforce Academies (SEA-OHWA), One Health education resources, alumni tracking survey, and capacity building activities.
Facilitate monthly management meetings with country networks to ensure their activities are on track and resolve any implementation issue, and support coordination of global-level activities with the OHW-NG consortium.
Facilitate collaboration and information sharing within the SEAOHUN Secretariat and among the networks, partners, and external stakeholders.
Contribute to the development of the SEAOHUN annual reports, OHW-NG semi-annual and annual reports, focusing on country programs, knowledge management, and organizational sustainability in liaison with the MEL Officer.
Contribute to communication activities and the efforts to increase organizational visibility, in liaison with the Senior Public Engagement Officer.
Serve as the first alternate to represent SEAOHUN at regional and global forums as assigned by the Executive Director.
Work closely with the Executive Director in partnership management and resource mobilization to increase the likelihood of SEAOHUN’s sustainability.
Assist in coordinating with the SEAOHUN Executive and Foundation Boards and taking meeting minutes.
Perform other tasks as assigned and needed for successful program implementation.


QUALIFICATIONS AND REQUIREMENTS

Master’s or higher degree in One Health-related field from a recognized college or university.
A minimum of seven years of progressive work experience in health-related areas, preferably on One Health issues in Southeast Asia, with at least five years’ work experience within an international development context, and a demonstrated ability to create and maintain effective working relations with international organizations; US Government agencies; and NGO/or partners, private sector partners, and host country governments (including senior government officials) in an international development context.
A minimum of three years of demonstrated senior/mid-level leadership (e.g. Operational Lead, Manager, Technical Lead, Deputy Director) for One Health programs or programs in a One Health related field.
Experience with managing USAID-funded or similar international funded projects in Southeast Asian countries.
Experienced with accounting systems, preferably with public university accounting systems, within the Southeast Asian context.
Excellent relationship management, interpersonal, and teamwork skills, with proven ability to liaise, consult and negotiate with a wide range of multi-disciplinary stakeholders, including external agencies and service providers.
Experience in writing proposals and resource mobilization is strongly preferred.
Strong analytical and problem-solving skills.
Self-starting, ability to take initiatives and to work with minimal supervision.
Fluency in English oral and written communications.
Be a citizen of SEAOHUN member countries. A non-Thai candidate is preferred to promote diversity.
Skills in Microsoft Office/Google, email, and Internet navigation are required.
Willingness to undertake regional travels.
