Reporting to the Head of Human Resources, Human Resources Manager provides support to assigned client groups and locations. The incumbent provides proactive leadership and counsel to line management in anticipation of work-related issues within each client group and works to influence change, to deliver solutions to problems and issues, to implement best practices in the workforce management, and to ensure proper governance and compliance. Human Resources Manager is an integral part of a Human Resources team and works closely with other HR teams as needed, as well as with other support functions. Human Resources Manager may oversee work of other HR staff, if assigned.

RESPONSIBILITIES

• Working with management and staff of assigned client departments, provides a wide range of expert advice, guidance, and assistance on such issues as workforce/succession planning, employee relations, employee development, change management, process improvement, staffing and retention issues, employee recognition and reward programs, performance management, and employee development.
• Explains, promotes, and ensures compliance with RFE/RL HR policies and applicable Czech and U. S. labor legislation. Provides support to legal counsel in labor relations and employment matters.
• Works closely with management and HR colleagues to draft and place internal and external vacancy notices for positions in assigned client groups, to interview and shortlist qualified applicants, to coordinate interview, testing, travel, and scheduling of candidates, to brief candidates on RFE/RL and to negotiate offers of employment. Interviews candidates as needed. Completes reference checks for short-listed candidates.
• Monitors and supports the annual performance appraisal process. Advises management on performance-based issues and assists managers in the identification and development of training for their staff.
• Investigates grievances and complaints, works with managers and other involved parties to seek resolution of same.
• Monitors workplace compliance with equal employment opportunity and harassment policies and related U.S. law and regulation. Investigates and reports to relevant management and legal personnel on claims of harassment in the workplace. Promotes diversity in the workforce.
• Reviews and recommends changes to HR policies and practices.
• Takes lead on managing HR Department projects as assigned by the Head of Human Resources.
• Presents training to managers in client groups on various issues in Human Resource Management.
• Covers for other Human Resources Managers in their absence.
• Performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education:

• University level degree in Human Resources, Law, Business administration or related field, e.g., Bachelor’s degree
• Eight or more years of direct HR-related experience may be substituted for university degree

Work Experience:

• Minimum of 5 years of work experience in the field of Human Resources (Mandatory)
• Minimum of 8 or more years of total work experience (desirable)
• Minimum of 2 or more years supervising one or more staff members (desirable)
• Previous experience working in a multicultural or a multinational environment; or experience living and working abroad, preferably in relevant RFE/RL target regions. (Desirable)

(Mandatory) Competencies:

• Ability to quickly anticipate, trouble-shoot and resolve problems.
• Ability to work well with others on a team, interact effectively with peers and others (both internal and external) within a collegial, and yet demanding work environment.
• Adaptability to work effectively within a variety of situations, and with various individuals or groups. Flexibility and understanding of different and opposing perspectives.
• Ability to use a methodical approach to break down, analyze, and resolve complex problems.
• Excellent inter-personal and communication skills; written and verbal; Ability to effectively deal with individuals with diverse language, cultural, geographical, and political backgrounds.
• End-user knowledge of MS Office applications.
• Work experience as an HR generalist (ideally in multi-cultural environment with a mixed employee population of local and expatriate contract holders).
• Work experience providing the full range of HR support to assigned client groups – from recruitment and selection through termination, including performance management, training, disciplinary measures, etc.
• Experience with ensuring compliance with labor-related legislation (preferably Czech and US legislation).
• Well, developed organization & planning skills.
• Experience as an end-user of a Human Resources Information System (HRIS) including data maintenance and work with HRIS reports.
• Experience handling confidential data and knowledge of the European Union’s General Data Protection Regulation (GDPR).

Languages:

• English language Fluency – written and spoken (Mandatory)
• Czech language Proficiency (Desirable)
• Russian language Proficiency (Desirable)

Appointment against this post is on a local basis only. Please note that for the locally advertised positions preference will be given to those with a work permit and/or a valid residence status in the Czech Republic. Locally recruited employees should reside within commuting distance of Prague, Czech Republic, or be willing to move to take up work. They are not eligible for allowances applicable to candidates who are internationally recruited. Rather, they receive statutory benefits as per Czech labor law. Salary scales for locally recruited employees are based on the best prevailing local conditions. RFE/RL does, however, cover the costs of interview travel and, upon appointment, some relocation costs.
