ARGENTINA

COMPREHENSIVE URBAN SOLID WASTE MANAGEMENT PROGRAM II

The Inter-American Development Bank (IDB) has approved Loan Contract No. 5567/OC-AR for the Argentine Republic for a total amount of US$ 1 37.5 million , of which up to US$ 70 million will be charged to the IDB, up to US$ $50 million from the joint co-financing of the European Investment Bank (EIB) and a local counterpart of up to US$17.5 million. These resources are intended to finance the Integrated Urban Solid Waste Management Program II, which will be executed by the Nation's Ministry of Environment and Sustainable Development over a 5-year period .

The program object of this prioritization is the first operation under a Conditional Credit Line (CCLIP), with the Inter-American Development Bank, which amounts to US$300 million.

The general objective of the Program is to contribute to improving the comprehensive management of urban solid waste (MSW) in Argentina.

The specific objectives are to increase the adequate final disposal of MSW, improve the recovery of MSW with a perspective of social inclusion and mitigate the negative environmental impacts of open-air dumps (BCA). The Program will finance actions and initiatives of education, awareness, separation at origin, collection, transportation, transfer, recovery, recycling and final disposal of MSW, and technical closure of existing BCAs aimed at promoting the comprehensive management of MSW and that will benefit around 285,000 households with an average of 4 inhabitants per household in the first section.

The execution of the Program mainly includes the construction and execution of works (sanitary landfills, transfer plants, separation and treatment plants for the different waste streams, closure of BCAs and complementary works, such as environmental interpretation centers, early childhood centers, locker rooms, among others), the acquisition and installation of goods/machinery (trucks, containers and equipment for the treatment of MSW flows) and/or contracting of consulting and training services (communication campaigns, plans, dissemination).

The Program will comprise the following components:

Component 1: Systems for Environmental Sanitation

This component will focus on improving the quality of final disposal and transfer services, as well as increasing recycling and recovery rates (valorization), the foregoing through sanitary landfill construction projects and complementary works, including the design and implementation of systems collection of biogas that also facilitate its possible use as a means of energy, technical closure of Open Air Landfills (BCA) including the controlled burning of methane in cases where it is feasible, support (including the financial part) to the operation of said facilities, construction or improvement of separation, transfer, recovery and/or treatment plant facilities;complemented with the acquisition of equipment for the processing of usable materials and the improvement of urban hygiene and collection services.

Likewise, the infrastructure and basic equipment will be included to support the integration of the recoverers in recovery activities and classification of recyclable material. In addition, all the complementary infrastructure will be considered for the correct development of the activities and within the framework of the social and environmental objectives of the Program (bathrooms, changing rooms, administration, interpretation centers, nurseries, access controls together with the opening of streets, lighting , landscaping, forest fences among others).

Component 2. Strengthening of the sector and Environmental and Social Management

The objective of the component is to contribute to improving the operational capacity and management of the beneficiaries. Likewise, it aims to support the strengthening of the management of services, the formalization and inclusion of informal reclaimers, increase the recovery of waste and promote environmental sustainability with considerations of climate change. It includes the financing, among others, of management improvement plans, acquisition of equipment to increase waste recovery and to improve final disposal, MSW generation and characterization studies, technical and sectoral studies, cost recovery and strengthening mostly oriented to: organizational development; financial sustainability, socio-environmental education and improvement of the RSU operational management systems.

Component 3. Program Administration and Management

This component will finance administrative and supervision expenses, external auditing, and program evaluations. It contemplates the hiring of individual consultants for the development of the projects, work inspections, monitoring and external evaluations, expenses related to offices, furniture and necessary equipment. Audit and evaluation expenses.

Bidding for Contracts for works and goods of the Program will be carried out in accordance with the "Policies for the Acquisition of Goods and Works financed by the Inter-American Development Bank" (GN-2349-15) of the month of May 2019 and the selections of Consulting Services will be made in accordance with the "Policies for the Selection and Hiring of Consultants Financed by the Inter-American Development Bank" (GN-2350.15) of the month of May 2019 and all bidders who are eligible for the Bank, as specified in said policies, or those that are eligible by co-financing entities, if applicable.

Specific Procurement Notices (SAP) for procurement processes will be published in accordance with IDB policies, on the United Nations Development Business websites (UNDB online, web page: https://devbusiness.un.org / ), of the Ministry of Environment and Sustainable Development (web page: https://www.argentina.gob.ar/ambiente ) and in the corresponding media depending on the case.
