Description

The Grants Officer will facilitate the subawarding and subcontracting processes and will also be responsible for the post-award subaward financial management. These subawards and subcontracts are awarded under assistance instruments funded through private, foreign, and US government funds. She/he will be responsible for pre-award risk assessments, procurement reviews, subaward financial report reviews, subrecipient monitoring, closeout procedures, and other similar functions as necessary. Position reports to the Program Director in Colombia and Grant Administration and Compliance Manager in Washington D.C.

PRINCIPAL DUTIES, RESPONSIBILITIES, AND EXPECTATIONS:

• Assist in assessing subrecipient risk, pre-subaward and contract review including draft proposals and detailed budgets, draft scopes of work and cost proposals, agreement and/or contract document design, procurement review
• Review subaward financial reports and ensure all subawards are expended in compliance with funder requirements and Freedom House policies and procedures
• Review subaward and contract payment requests ensuring they are fully in compliance with funder specific requirements and Freedom House’s policies and procedures
• Prepare financial reports, reimbursement requests and draw-down of funds in strict adherence with Freedom House requirements
• Reconcile accounts and maintain accurate and complete subaward and subcontract related records within internal policies and procedures
• Provide subaward and subcontract guidance to internal and external parties, including basic terms of signed agreements and contracts, reporting schedule, and documentation for allowable costs
• Conduct sanctions checks on subawards, consultants, and vendors
• Assist with month-end, quarter-end, and year-end close-outs
• Participate in program meetings, planning and problem-solving meetings as needed
• File and scan grant and financial documents as needed
• Assist in close out of prime awards, subawards and contracts in accordance with applicable funder specific requirements, and ensure safe storage of all related documents
• Assume responsibility for the accuracy, completeness, integrity, and security of assigned grants-related data and reports
• Resolve all work-related problems promptly, and use good judgment in escalating important issues
• Other related duties as assigned

JOB QUALIFICATIONS:

Education and Experience:

• University degree in related field or equivalent experience
• Expertise in USG Circulars (2 CFR 200, specifically) including any and all updates/changes to these circulars
• Three to four years of grants management, finance, accounting, or related experience
• Maintains an awareness and understanding of human rights and democracy promotion

Skills and Competencies:

• Strong ability to communicate effectively in Spanish, both verbally and in writing
• Good ability to communicate effectively in English, both verbally and in writing
• Fluency in oral and written Spanish is preferred
• Proficiency with MS Office applications, and expert knowledge of Excel, and Word
• Ability to maintain the highest degree of confidentiality regarding sensitive data at all times
• Ability to apply superb attention to detail and consistently produce timely and error-free work
• Ability to plan, organize, and prioritize work product, both that which is produced by the individual and that of the team, often requiring the adherence to tight deadlines
• Strong interpersonal skills with a client-service focus, and ability to respond promptly to inquiries in a courteous and professional manner
• Work as an effective team member, successfully balance individual and team responsibilities
• Must be able to successfully work collaboratively with all levels of employees, management, and external agencies

• External: Partners, grantees, donors, consultants, other implementing organizations, human rights and civil society organizations, and vendors, in the U.S. and abroad

WORKING CONDITIONS:

• General working office environment
• Some long hours including evenings and weekends to complete tasks or attend events
• Travel may be required

PHYSICAL CONDITIONS:

Sedentary, regularly required to sit for extended periods of time; constantly talk, hear and understand speech at normal levels using a telephone. Occasionally required to stand, walk, and bend over, reach overhead, use hands, wrists and fingers, to grasp, push, pull, move, handle, feel, and type. Constantly required to use close vision and distance vision for regular computer work. Occasionally required to lift and/or move up to 25 lbs. to waist height.
