PROSAFE is seeking to recruit a Research Project Officer starting as soon as possible. The offer is for a full-time employment.
Background
PROSAFE is an international non-governmental organisation established in 1991 by market surveillance officers from countries throughout Europe. The main goal is to contribute to further enhancing market surveillance in Europe by organising Joint Actions and by developing and promoting best practices or developing tools that support the work of market surveillance officers. The Joint Actions we coordinate are (co)financed by the European Union.
The Officer would be employed within the team responsible for the implementation of various EU-funded projects on market surveillance. More information can be found on PROSAFE's website at www.prosafe.org and www.eepliant.eu. Check also @PROSAFE_ORG and @EEPLIANT.

The Officer will partake in a mixed methods scientific research in preparation of an EU-funded Study on measuring product non-compliance for the sectors covered by Regulation 2019/1020 – ‘PROPLIANT-MTool’, led by PROSAFE, and support the management and execution of the entire project portfolio of PROSAFE.
The PROPLIANT-MTool Study will develop and test the effectiveness of a tool which will help measure and monitor real non-compliance rates in 34 product sectors in the European Union.
This will be accomplished by:
1. Collecting data and information from various sources, including from all Market Surveillance Authorities across the EU;
2. Analysing them for each product group, per sector and per EU country;
3. Estimating the market sizes for the relevant product groups for each EU country and
4. Aggregating the estimated levels of non-compliance for each product group, sector and EU country.
The final step of this Study will be to propose improvements on the applied methodology and the measuring tool and provide recommendations on strategies and supporting measures that the European Commission and the Market Surveillance Authorities could undertake in relation to data collection and processing, including an assessment of their cost, effectiveness and efficiency.

The Officer’s main tasks and responsibilities
Tasks include, but are not limited to:
• Collecting both quantitative and qualitative data from available data sources, following the established procedures;
• Supporting the Senior Researchers in data collection, recording and analysis;
• Interpreting the data, and draw evidence-driven inferences and conclusions during data collection and data analysis;
• Producing easily readable statistics and maps to present the data gathered and the results;
• Drafting surveys, questionnaires, research briefings and reports;
• Using research results and contribute to support in writing of deliverables and reports;
• Supporting the monitoring and implementation of various project tasks;
• Oversee research project tendering process;
• Arranging and participating in project meetings and conferences, and preparing supporting or follow-up materials (such as presentations, minutes and reports);
• Proofreading and editing various project reports and project materials;
• Collecting and processing project documentation from project beneficiaries;
• Engaging and collaborating with project participants, membership, stakeholders and third parties;

The ideal candidate will work under the direction of the Programme Manager and thus undertake other project activities as determined during staff meetings.

Profile
Experience: Minimum two years of experience in a similar role.

Level of education:
1. University degree of 3 or 4 years in Economics, Business Economics, Statistics, International/European Affairs, Environmental Studies, Sciences and Technology, or equivalent.
2. A Master’s degree of minimum 1 year in one of the above-mentioned disciplines.
3. PhD is an asset.

The degree requirements should be fulfilled before the start of the appointment.
The successful candidate should show commitment to the values, vision and mission of consumer safety NGOs, with a strong interest in market surveillance of Energy Efficiency and Ecodesign and product safety issues.

Language skills: English level compared to a native speaker, with excellent writing and oral skills.

Technical skills:
• Qualitative AND quantitative research skills and experience verifiable by a track record demonstrating contribution to published academic or project-based studies in English, including writing work;
• Data mining and data collection ability;
• Data analysis and synthesis skills;
• Ability to identify problems and propose efficient solutions;
• Mastery/Advanced knowledge of the Microsoft Office suite, particularly of MS Office and MS Excel;
• Knowledge of others statistics tools would be an asset.

Other assets: Knowledge of European research and innovation policy, participation in/familiarity with European Union funded projects, knowledge of project management methodologies, and knowledge of relevant research and analytical tools would clearly be an asset.

Personal skills:
• A willingness to “pitch in” where required. A can-do attitude, backed by speedy and accurate work;
• Ability to handle pressure, quick-switch between tasks, and work within tight deadlines;
• Genuine team-player;
• Good communication skills;
• Analytical mind with aptitude in math and ability to present technical information in simple terms;
• Positive and outgoing personality;
• A problem-solver with attention to detail and ability to spot errors;
• Well-organised, efficient and reliable;
• Assertive, not abrasive.

Candidates must be eligible to work in Belgium.

The employment is a one-year fulltime (100%) contract with the possibility to extend upon successful evaluation placed at PROSAFE’s Office in Brussels.
Compensation will reflect the level of proven experience and competence (salary package, including holidays pay and 13th month salary, plus benefits, e.g., Ecocheques).
