War Child’s vision for Programme Quality emphasise technical expertise, accountability to affected populations, and programme learning. Central to this is the ability to gather and use data for the purposes of evidencing our achievements and driving continual improvement.

The MEAL Advisor is the technical lead for high quality Monitoring, Evaluation, Accountability, and Learning. The Advisor is responsible for providing advisory support to the War Child UK programme portfolio across the Africa and Asia/Middle East regions. The Advisor is a core member of the Programme Quality Team, and the wider Programmes Department in London but works closely with Country Teams, specifically MEAL Officers and Programme Managers.

Your role
The MEAL Advisor is a member of the Programme Quality Team, providing advisory support to the Programmes and Advocacy Department and the Country Programmes throughout the project cycle, seeking to improve the quality of programming across design, implementation, and evaluation. The Advisor is the technical lead for MEAL, and he is responsible for reviewing and revising the organisational MEAL approach and supporting the capacity development of the MEAL team across different country officers.

Your responsibilities
• Lead the strategic MEAL function, reviewing and improving the organisational MEAL framework.
• Support the planning, delivery and analysis of multi-sectoral needs assessments.
• Advise on the design of new projects in collaboration with the Programme Quality Team, Programme Funding Unit, and Country Programmes teams, in particular ensuring that the requirements of the Global Monitoring Framework are included in design.
• Support MEAL Officers to effectively monitor project implementation, including the roll-out of the Global Monitoring Framework.
• Build the capacity of MEAL Officers to plan, design, and implement/commission high quality evaluations, ensuring that evaluations are used to achieve improvements in programme quality.
• Lead on accountability to affected populations initiatives, including the design and implementation of an organisational approach to Feedback & Complaints and the Core Humanitarian Standard Improvement Plan.
• Support the Programmes Department to focus on learning and adaptive management.
• Provide capacity development support for War Child UK MEAL staff, remotely and through country visits.
• Collaborate on War Child Global initiatives relating to MEAL, in particular ensuring close alignment with programme quality approaches in War Child Holland.
• Participate and represent War Child in relevant MEAL discussions, platforms, and networks within the humanitarian sector, including War Child relationship with the Core Humanitarian Standard.
• Contribute to creating a culture committed to the safeguarding of children and adults and compliant to WCUK’s Child Safeguarding and Adults at Risk Policies.

This role is UK-based, though the Advisor is expected to travel up to 30% of the time (subject to security considerations).
