POSITION SUMMARY:

The Grants and Contracts Manager will use their expertise in donor compliance to ensure that projects are delivered with minimized compliance risk, in addition to other duties as assigned

We are looking for a Grants and Contracts Manager to provide cradle to grave award compliance guidance and support for a diverse portfolio of Project HOPE projects. This position reports to the CFO and will focus on guiding country teams, project management, and sub-awardees to ensure their understanding of the terms and conditions of their awards.

PRINCIPAL RESPONSIBILITIES:

• Review prime and sub awards issued to Project HOPE post award and sub-agreements issued thereunder; this includes federal and non-federal awards.
• Serve as subject matter expert, providing guidance on award management during implementation to ensure compliance with donor requirements, working directly with field staff, project management and support staff.
• Ensure that staff understand prime award prior approval requirements and follow up to ensure that they are met.
• Enhance and maintain grant management system.
• Contribute to development of Grants and Contracts department operations and compliance guidance documents as requested, reinforcing donor requirements, reflecting best practices and award monitoring tools and templates.
• Strengthen understanding and knowledge of compliance issues amongst relevant Project HOPE program management and support staff.
• The ideal candidate for the Manager, Grants & Contracts position will bring enthusiasm and a desire to reinforce excellent award compliance and programmatic delivery of Project HOPE’s programs.

Pre-Award Administration Support

• Conduct reviews of new and potential donor entities with regards to their contracting terms and mechanisms.
• Review RFPs/RFAs and Teaming Agreements for Project HOPE’s new business opportunities, providing support as it relates to pre-award, compliance-related questions.
• Contribute to the development of compliance-related proposal questions for submission to the Contracting Officer/Agreement Officer.
• Participate in the Bid/No-bid review process.
• Review pre-award assessment questionnaires and supporting documentation for subrecipients/subcontractors identified at the proposal stage, to ensure due diligence and to document level of risk and determine special condition terms and conditions related to the identified level of risk.
• Advise new business development team on sub-granting and sub-contracting mechanisms in the context of new project designs and proposals to ensure accurate definition, budgeting and management of agreement types.

Post-Award Implementation Support

Negotiation

• Upon receipt of a new project award, review terms and conditions and advise on negotiation strategies with the donor/client (or with the subrecipient, as applicable) prior to signature to ensure terms that are most favorable to Project HOPE, mitigating potential risk.
• Review terms and conditions of all new awards, modifications, and sub-agreements issued thereunder.

Grant Compliance Oversight

• Lead day-to-day grant and contract administration of large project awards, proactively reinforcing prime and sub-award compliance requirements throughout the project period.
• With project support staff, co-organize grant launch meetings, preparing and presenting on an Award Compliance Matrix.
• Provide project and sub-partner staff with the tools and information required to ensure proper administration and compliance with donor requirements.
• Support project management with grant and contract modifications as required and conduct reviews and approvals of subgrantee grant and contract amendment requests.
• Review, enhance and oversee subrecipient monitoring processes and procedures.
• Work with program support staff to standardize and manage project closeout processes.
• Using appropriate checklists and guidance documents, ensure that teams verify the following close out categories: final financial expenditures, reporting requirements, prior approvals, cost share, program income, equipment/final disposition, and finalization of close out of all related subagreements and subcontracts.

Capacity Strengthening and Administrative

• Develop training modules and tools and deliver trainings for improving knowledge and understanding of grants and contracts compliance amongst program management and support staff as well as sub-awardee partner staff.
• Enhance and maintain grant filing system for quick and complete access to all award documents.
• Participate in Monthly Program and Finance Reviews to stay abreast of current project activities in order to proactively flag and address grant/contract compliance-related matters.
• Contribute to the design and formation of a new Grants and Contracts Unit.

ESSENTIAL SKILLS AND EXPERIENCE:

• BS in Accounting, Business, Contracts, Economics, Finance, or related field
• At least 5 years of increasingly responsible experience in federal and/or private grants/contracts management.
• Solid knowledge and understanding of all aspects of the prime award and sub agreement management lifecycle.
• Solid knowledge base regarding different sub agreement contracting mechanisms and the applicability of various donor/client flow-down requirements.
• Experience preparing staff for external audits and anticipating and mitigating potential audit findings.
• Demonstrated expertise with researching, interpreting, and applying USG regulations. Knowledge of FAR/AIDAR, OMB Uniform Guidance, Standard Provisions, and other donor rules and regulations regarding implementation of Federal awards.
• Previous experience working with contract regulations and related laws is required.
• Proficiency in drafting contractual documents such as solicitations, awards, and related documentation.
• Familiarity with other donors is a plus.
• Ability to compose reports, presentations, memos, emails, and other written documents in an organized, logical, and concise manner. Stellar communication skills and the ability to write well are extremely important, as are attention to detail and correct grammar usage.
• Demonstrated project management and organizational skills – especially with time-sensitive work.
• Ability to collaborate and participate in teams with a can-do, positive attitude.
• Skilled in developing strong partnerships, especially in a diverse, global environment.
• Previous experience in training and experience coordinating and facilitating in person and virtual training.

• Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship.”
