About the organisation
The Campaign to Stop Killer Robots believes that people are too valuable to allow the automation of killing. In a context of growing digital dehumanisation, we are a coalition of organisations working together to ensure human control in the use of force. Technology should be used to empower all people, not to reduce us – to stereotypes, labels or just a pattern of 1’s and 0’s. Our campaign calls for new international law on autonomy in weapons systems so as to protect our shared humanity for the future.

Position Summary
The Campaign to Stop Killer Robots is hiring a Monitoring & Research Manager. This new position can be ?exibly located, which would require people to be able to work from home. It will work in close cooperation with a team of staff based in various locations around the world. It reports to the Campaign’s global coordinator at Article 36 (UK) and is administered by Mines Action Canada (Canada).
This position involves building a Research and Monitoring Unit to develop a recognised research identity – as a distinct component of the campaign - and to gather and organise information on key themes useful to the campaign’s policy and strategy, including on developments in military and related technologies, and on law and policy responses to autonomy and automation in other areas of society.

Key Tasks and Responsibilities
The Monitoring & Research Manager will:
1. Plan: Develop and ?nalise operational plans for the establishment of a Research and Monitoring Unit working on behalf of the Campaign. Establish clear structures for systematic information gathering, identify key themes and key sources, establish a system for organizing and managing research materials and plans for the production of outputs.
2. Manage: With the support of the Campaign Coordinator, identify, hire and manage a small team, as required, to ful?ll monitoring and research plans.
3. Research: Lead on gathering and documenting research materials, ensuring well sourced and accurate records, summaries and analysis.
4. Write: Draft authoritative but accessible research outputs summarizing key ?ndings and key themes.
5. Communicate: Engage in ongoing communications internally on research ?ndings and potential implications for policy argumentation and communication; engage with external stakeholders both in the gathering of information and in presenting Monitoring and Research outputs.
6. Other Duties: as developed in conjunction with the coordinator of the Campaign.

The successful candidate will have strong research and writing skills, an appreciation of academic rigor, an ability to build and lead a team, capacity to work in a self-directed manner, and an imaginative understanding of policy argumentation and development. The ideal candidate will have the following:
• Education - University degree
• Experience - A minimum of eight years of relevant work experience – including research for external publication, project design and planning, small team management.
• Skills – Fluent in English and ideally at least one additional language; strong verbal and written communication skills; computer skills.
