OVERVIEW

The Government of Commonwealth of Dominica (GOCD) has applied for financing from the Caribbean Development Bank (CDB) – United Kingdom Caribbean Infrastructure Partnership Fund (UKCIF) towards the cost of the Water Sector Strategic Development Works Project and intends to apply a portion of the proceeds to eligible payments under a contract for which this invitation is issued. Payment by CDB will be made only at the request of GOCD and upon approval by CDB, and will be subject, in all respects, to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits a withdrawal from the Financing Account for the purpose of any payment to persons or entities, or for any importation of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOCD shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Finance.

The Dominica Water and Sewerage Company (DOWASCO), the Executing Agency for the Project is responsible for the overall implementation of the project. A Project Management Unit (PMU) has been established to coordinate the various activities within the Project. DOWASCO now wishes to procure consultancy services for a Monitoring and Evaluation (M&E) Specialist.

Under the overall guidance of the Project Coordinator (PC) the M&E Specialist will be responsible for:

• Monitoring the progress on achievement of outputs and ensuring high quality and timely inputs, across all project components;
• Identifying any impediments or challenges that may put the project deliverables or timelines at risk and proposing remedial action to ensure that the project achieves its intended objectives; and
• Managing the project’s evaluation-readiness by adhering to frameworks, processes and schedules for data collection and reporting.

The Consultant will also be responsible for designing and implementing a results-based monitoring and evaluation system for the Project and assisting PC in preparing Quarterly Reports on project progress and monitoring project activities. The Consultant will adopt a socially inclusive and gender-sensitive approach to data collection, analysis and reporting activities; all data will, to the extent possible, be disaggregated by sex, age group, disability status and poverty status. The duration of the assignment is expected to be for a period of 24 months.

DOWASCO now invites interested eligible individual consultants to submit Expressions of Interest indicating qualifications and experience required to provide these consultancy services. Submissions must include a detailed curriculum vitae.

ELIGIBILITY

Consultants shall be eligible to participate if:

• The persons are citizens or bona fide residents of an eligible country; and
• In all cases, the consultant has no arrangement and undertake not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.

Eligible countries are country members of CDB.

The attention of interested Consultants is drawn to paragraph 1.9 of CDB’s Guidelines for the Selection and Engagement of Consultants (2011), setting forth CDB’s policy on conflict of interest.

In the assessment of submissions, consideration will be given to qualifications and experience on similar assignments. The Monitoring and Evaluation Specialist is required to possess the following minimum qualifications and experience:

a. Master’s degree in Economics or Statistics or other relevant discipline and eight (8) years of professional experience or Bachelor of Science or Bachelor of Business Administration and ten (10) years of professional experience.
b. Specialist training and suitable qualifications and at least eight (8) years of work experience in ongoing M&E, impact evaluation, social analysis, collection and analysis of sex- disaggregated data, and development of gender-responsive indicators.

c. Expertise and experience in:

• Designing and applying robust and appropriate performance monitoring and results frameworks (including expertise and experience in indicator development, testing and data collection/analysis);
• M&e of large, complex, long-term projects and generating data to demonstrate project effectiveness; and
• Designing and implementing results-based m&e systems, in projects with a social inclusion and gender equality focus.

d. Working in the Caribbean region and a demonstrated understanding of political economy issues in the Region.
e. Good communication skills, both orally and in writing, including fluency in written and spoken English.

Applications must be in English and must be submitted by 1000 hours, local time on Thursday, November 4, 2021.

Following the assessment of submissions, the most technically capable and appropriately experienced applicant will be invited to negotiate a contract to provide the consultancy services. GOCD reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not engaging the services of any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
