• Lead the implementation of Organisational Gender/GEDSI Self-Assessments and Gender/GEDSI Value Chain Analyses with partner organisations (financial institutions, fintechs, NGOs, etc.).
• Work on developing Good Return’s internal gender, disability, and social inclusion (GEDSI) capacity and knowledge through initiatives such as training delivery and contributing guidance/expertise/inputs on GEDSI components to Good Return’s proposals or project designs.
RESPONSIBILITIES
1. Gender Mainstreaming with Partner Organisations (70%)
• Provide gender, disability, and social inclusion expertise and analysis during the design and implementation of desk and field research to identify specific ‘pain points’, beliefs, or behaviors that reinforce negative or harmful gender and social inclusion norms in the workplace, inextricably linked to homes/households.
• Contribute to the strategy development, technical design, and implementation of a Philippine nationwide campaign and communities of practice on gender equality in the workplace and in the local economy. The Specialist will work closely with program implementation and design colleagues to develop technical guidance and activities for the training of gender ‘Champions’ (conveners) who will form a ‘master’ Community of Practice- CoP’s, including awareness raising on disability inclusion.
• Lead Gender Self Assessments (GSA) and provide gender expertise and analysis during the design and implementation of GSA activities, including the staff survey, gender pay gap analysis (where required), focus group discussions, report development, and action plan development, in collaboration with Asia Team and Pacific Team.
• Monitor the implementation of partner Gender/GEDSI Action Plans and provide support/troubleshooting on gender integration, as needed, including supporting closely the other Gender Lens Investing efforts such as completing gender value chain analysis.
• Collaborate with technical partners to help enterprises grow, enhance their business model, and integrate gender equality into their operations.
• Conduct data analysis and reporting as needed, in collaboration with the Monitoring, Evaluation, and Learning (MEL) specialist and other team members.
• Deliver training to partner organisations, particularly on gender, disability, and components related to gender/disability analysis (e.g. conducting gender-sensitive focus group discussions (FGDs) and key informant interviews, prevention of sexual exploitation, abuse, and harassment, or PSEAH).
KPIs:
• Strategy and technical input to the nationwide campaign and communities of practice (CoP) on gender equality in the workplace and in the local economy developed on time
• Gender Self-Assessments are completed with partner organisations in a collaborative manner, with partner organizations reporting an increased capacity to conduct Gender Self-Assessments independently in the future.
• Monitoring and reporting on the implementation of partner organisation Gender Action Plans are completed according to required timelines.
• Gender Value Chain Analyses are completed in a collaborative manner with partner organisations reporting increased capacity to conduct Gender Value Chain Analysis independently in the future.
2. Support the development of Good Return’s internal GEDSI capacity and knowledge (30%)
• As Gender & PSEAH Focal Point, the Specialist will support the development of Good Return’s internal gender capacity and knowledge through initiatives such as training delivery and support for Good Return’s internal GEDSI assessment, and/or contributing to “learning sessions” on gender, as coordinated by the Cross-Expertise team.
• Act as a “Support Member” to the Cross-expertise team, including contributing guidance/expertise/inputs on gender components to Good Return’s proposals or project designs when requested (noting that the Pacific Gender Focal Point or other team members with gender expertise may also contribute to proposal/project designs).
• Research and identify funding opportunities–contacts, web search, etc. based on Good Return strategy and mission/vision
• Coordinate the writing of funding proposals, submit them to funders, and assist in partnership development
• Other responsibilities as required
KPIs:
• Good Return’s internal gender capacity and knowledge are strengthened.
• Good Return’s internal GEDSI assessment is completed on time.
• At least 1 Good Return gender learning session is conducted per year.

Qualifications
SKILLS & ATTRIBUTES
Essential
• A commitment to Good Return’s vision of a world without poverty
• At least five years of experience leading the design and implementation or development of gender equality, women’s economic empowerment, disability inclusion, and social inclusion programs, ideally within the financial inclusion sector
• Appropriate bachelor's qualification
• Expertise in gender theories and practices in international development
• Cross-cultural communication skills
• High-level data analysis and report-writing skills
• Strong contextual and cultural understanding of South Asia, Southeast Asia, and/or Pacific regions
• Strong partnership coordination skills
• Proficiency in English
Desirable
• Experience in designing or delivering multimedia campaigns (videos, radio, brochures, social media, training, etc.)
• Experience in designing or delivering communities of practice
• Experience/knowledge of Pacific countries
• Proficiency in Filipino or other Philippine dialects
